Land Clearance for Selected Transport and Agricultural Projects”
Regarding the site clearance for some projects in the west of the city, the site clearance progress is still slow, requiring local authorities to urgently implement solutions to ensure the schedule set by the City People's Committee leaders.
The investment project to extend Provincial Road 396 (the section connecting Provincial Road 391 to Provincial Road 390) runs for nearly 4 km through Lac Phuong commune. “Of these, 89 households are affected, including 16 with residential land and 73 with agricultural land including 16 households with residential land and 73 households with agricultural land. Before October 30, Lac Phuong commune still had 3 households with residential land along Road 391 with a revoked area of more than 513m2 that had not yet received compensation for site clearance, and Ha Dong commune had 1 household that had not agreed to the compensation plan. During the inspection of the project progress on October 14, Vice Chairman of the City People's Committee Tran Van Quan requested the People's Committee of Lac Phuong commune to complete the site clearance work and hand over the site to the West Hai Phong Construction Investment Project Management Board before October 30, 2025. However, after many times of mobilization, it was not until the morning of November 5 that the above 4 households agreed to hand over the site.
For sub-projects under the Project "Developing concentrated agricultural production zone, applying high technology, organic methods in the period of 2021 - 2025, orientation to 2030", Vice Chairman of the City People's Committee Tran Van Quan requested the communes of Thanh Ha, Ha Bac, Ha Nam, Ha Dong to strengthen strengthen outreach and awareness campaigns” and encourage residents to contribute land and land assets and hand over the site to the investor before October 30, 2025. However, up to now, Ha Nam commune has only achieved 95% of land clearance, while Ha Dong and Thanh Ha communes have both achieved 80% of households agreeing to hand it over the land to the contractor.
