Socio-Economic Situation in October Expected to Meet and Exceed Growth Scenarios for 7 out of 9 Targets
On the afternoon of November 4, Mr. Lê Tiến Châu, Member of the Party Central Committee, Secretary of the Haiphong Party Committee, and Head of the city’s National Assembly Delegation, chaired the meeting of the Standing Committee of the City Party Committee to review and discuss the results of the city’s socio-economic development, national defense and security, Party and government building, and public mobilization work in October, as well as the key tasks and solutions for November 2025.
Attending the meeting were comrades: Đỗ Mạnh Hiến, Standing Deputy Secretary of the Party Committee; Lê Ngọc Châu, Deputy Secretary of the Party Committee and Chairman of the City People’s Committee; Lê Văn Hiệu, Deputy Secretary of the Party Committee and Chairman of the City People’s Council; Phạm Văn Lập, Deputy Secretary of the Party Committee and Chairman of the Vietnam Fatherland Front Committee of Haiphong; along with members of the Standing Committee and leaders of several departments and agencies.
Stable socio-economic performance with 7 out of 9 targets achieved or exceeded
According to the report, Haiphong’s socio-economic situation in October and the first ten months of 2025 remained stable, with production sectors maintaining good growth. Seven out of nine monthly socio-economic targets are expected to meet or exceed growth scenarios, including:
Total state budget revenue
Export turnover
Port cargo throughput
Tourist arrivals
Rate of schools meeting national standards
Number of newly registered enterprises
Number of completed social housing units
The two-tier local government model has operated effectively, with adequate infrastructure, human resources, and IT systems meeting immediate needs.
Significant political and administrative milestones
The city successfully organized the 1st Congress of the Haiphong Party Committee, which strengthened confidence and enthusiasm among the entire political system, business community, and citizens.
Haiphong has been actively implementing Resolution No. 226/2025/QH15 of the National Assembly on pilot mechanisms and policies for the city’s development, including the establishment of the Haiphong Free Trade Zone, creating a new growth engine.
The city has reduced administrative procedure processing time by 50%, fostering a favorable business environment. In the first ten months of 2025, the number of newly established enterprises increased by 33.8%, and registered capital rose by 161.81% year-on-year.
Social welfare policies under the City People’s Council’s resolutions have been fully and promptly implemented. The city has also actively promoted the implementation of Resolution No. 57-NQ/TW through cooperation in science and technology, entrepreneurship, and innovation.
Political security and social order remain stable, ensuring conditions for major cultural and political events in October.
Tasks and directions for the remaining months of 2025
Secretary Lê Tiến Châu emphasized the need to:
Urgently issue the Working Regulation of the City Party Committee;
Strictly implement the Resolutions of the 1st Party Congress (2025–2030 term);
Develop and carry out Action Programs and Work Plans to promptly bring the Congress Resolution into practice;
Summarize the organizational restructuring per Resolution No. 18-NQ/TW of the Politburo, and commend exemplary collectives and individuals;
Implement the Central Committee’s conclusions on the performance of the political system and the two-tier local government model;
Prepare thoroughly for the City Congress of the Vietnam Fatherland Front and socio-political organizations, and for the 2026–2031 elections of the National Assembly and People’s Councils at all levels.
He also requested strengthening the Party’s leadership, enhancing communication and public opinion orientation, and promoting digital transformation in combating misinformation and hostile views.
The Secretary directed the City People’s Committee Party Delegation to:
Ensure completion of all targets, tasks, and growth scenarios for 2025, especially focusing on industrial production index (IIP) and foreign investment attraction
Identify and remove bottlenecks in public investment disbursement, ensuring 100% disbursement of allocated funds in 2025;
Accelerate investment promotion and administrative reform;
Maximize the effectiveness of Resolution No. 226/2025/QH15 to attract strategic investors, particularly in the Free Trade Zone;
Speed up road and sidewalk improvement projects to complete them by December 31, 2025;
Develop plans to celebrate the 14th National Party Congress, including initiating and inaugurating major projects;
Prepare contents for the upcoming special session of the City People’s Council.
