According to the latest reports of the Government’s Steering Committee for Administrative Reform, in 2022, the Public Administrative Reform Index (or PAR index) of Haiphong reached 90.09%, ranking 2nd out of 63 cities and provinces in the country. 

Haiphong and Quang Ninh are ranked in Group A with the PAR index of 90% and over as well as meeting 8 component indexes such as administrative reform management, legal document setting up and implementation, administrative reform, State administrative machinery reform, quality of cadres and civil servants, financial mechanism innovation in administrative agencies and public non-business units, administration modernization and “one door” mechanism implementation.  Besides, Haiphong also ranked 2nd in the Satisfaction Index of Public Administration Services (SIPAS) in 2022.
