In 2025, the National Assembly continued to issue Resolution No. 226 in replace of the Resolution No. 35 to ease "bottlenecks" to facilitate Hai Phong to develop better. The important highlight of Resolution 226 is that the National Assembly continues to prioritize new specific mechanisms and policies for the city, including the establishment of a new generation Free Trade Zone. This is a unique model, applying outstanding policy mechanisms to attract strategic investment, develop production, logistics, trade-finance and modern services, which is expected to continue to be a "push" to help Hai Phong make a breakthrough in development in the period of 2026 – 2030 and realize the goals of Resolution 45 of the Politburo.
Hai Phong sets high determination in effectively implementing the construction of a new generation Free Trade Zone according to Resolution No. 226 of the National Assembly, promoting the specific mechanisms of this Resolution to accelerate the development of Logistics Centers serving seaports, airports and inland waterway ports. The specific policy mechanisms activated at the right time, along with new development space, will increase the competitiveness of the city's economy and affirm its position as a growth driver of the whole country.
