In a democratic, frank, and responsible atmosphere, delegates actively contributed their intellect and lively discussions with insightful and practical ideas. This contributed significantly to finalizing the Congress documents, with 15 presentations delivered in the main hall, 105 discussion ideas from group sessions, 156 written submissions sent to the Congress Organizing Committee.
The Congress unanimously adopted:
The Political Report, The Self-assessment Report of the City Party Executive Committee for the 2020–2025 term,
Along with heartfelt contributions to the draft Resolution, Action Program, and summary of opinions from the City Party Committee regarding documents for the upcoming 14th National Party Congress.
The Congress announced the decision of the Politburo and the Party Central Secretariat to appoint:
78 members to the 1st Hai Phong City Party Executive Committee, and
44 official delegates and 3 alternate delegates to attend the 14th National Party Congress.
These delegates represent the collective wisdom, will, aspirations, and trust of the entire Hai Phong Party organization. They are expected to shoulder the responsibility of implementing the Congress’s resolutions and lead the city's development into a new phase.

In his closing speech, Secretary Lê Tiến Châu emphasized that the outstanding achievements of the 2020–2025 term have laid a solid foundation for Hai Phong's next development phase. The city now holds a more important position and greater responsibility, worthy of being a strategic growth hub in Northern Viet Nam.
The Congress defined its vision:
“By 2030, Hai Phong will become a modern, civilized, ecological, and livable industrial port city of Southeast Asian stature; a pioneer in industrialization, modernization, digital transformation, green transition, and innovation; a leading national center for marine economy, high-quality tourism, logistics, clean energy, and an international hub for marine science and technology research and application.”
The city also aims to improve material and spiritual well-being and ensure comprehensive social welfare and approach the living standards of leading cities in the region, secure national defense, social order, and public safety, build a Party organization and political system that is united, capable, and resilient, develop a cadre of officials with vision, integrity, intellect, and dedication and lead in building a socialist model centered on socialist human values.

Key Targets and Breakthroughs
The Congress identified 29 primary development targets, 5 strategic breakthroughs, 11 key tasks and solutions forming the pillars of Hai Phong's development model to 2030 and vision to 2045. Notably, the city aims for GRDP growth of at least 13% during 2026–2030, striving to reach 14%.
These are ambitious and challenging goals, but they reflect the aspirations and responsibilities of the Hai Phong Party Committee to its people and the nation.
The success of the 1st Party Congress of the City Party Committee is a great source of encouragement, strengthening the trust and spirit of the entire Party Committee, government, business community, and people of the city. This is not only an important starting point but also a reaffirmation of the determination to unite and join forces to build and develop Hai Phong into a modern, civilized, ecological, and livable industrial port city of regional stature in Southeast Asia by 2030.

Post-Congress Action Plan
Immediately following the Congress, Secretary Lê Tiến Châu called on the Party Committee to urgently disseminate and communicate the Congress Resolution, launch energetic emulation movements across the city and implement the Action Program with clear assignments on:
People – Tasks – Timelines – Accountability – Authority – Outcomes.
And to transform aspirations into actions, turning the spirit and determination of the Congress into concrete results by prioritizing the implementation of strategic breakthroughs, launching key infrastructure projects, creating a breakthrough in administrative reform, in association with special mechanisms and policies approved by the National Assembly—thereby fostering trust and new momentum right from the very first days and months of the term. key infrastructure projects,

Comrade Le Tien Chau, Secretary of the City Party Committee, delivered the closing speech of the Congress.

He called on all Party members, armed forces, and people of Hai Phong to demonstrate solidarity, determination, and joint effort to bring the Congress Resolution to life and contribute significantly to the success of the 14th National Party Congress.
Throughout its preparation and organization, the Congress received close and comprehensive leadership and guidance from the Politburo, the Party Central Secretariat, and timely support from central ministries and agencies.
The Congress sincerely thanked for Prime Minister Phạm Minh Chính, on behalf of the Politburo, directly guided the Congress preparation and delivered a strategic, practical, and profound keynote address.
The Congress expressed gratitude to current and former party and state leaders, leaders from neighboring provinces and cities, armed forces, revolutionary veterans, former Hai Phong–Hai Duong leaders through the years, intellectuals, artists, religious dignitaries, Hai Phong citizens across the country who have contributed with wisdom and dedication.
The Congress also commended supporting subcommittees, civil servants, public employees, armed forces personnel, and service staff for their dedication, press and media outlets from both central and local levels for coverage and communication.
