Groundbreaking Ceremony of Laguna Heyner Dormitory Project (Phase 1) at An Phat 1 Industrial Park with a Total Investment of Over VND 2,200 Billion
On the afternoon of September 27, Hai Phong People’s Committee, in cooperation with Biel Crystal Manufacturing Technology Co., Ltd., held the groundbreaking ceremony for the Laguna Heyner Dormitory Project (Phase 1). This event is a significant milestone, celebrating the success of the 1st Congress of the Hai Phong Party Committee (2025–2030 term).

Attending the ceremony were Mr. Le Tien Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee, Head of Hai Phong’s National Assembly Delegation; Mr. Do Manh Hien, Standing Deputy Secretary of the Party Committee; Mr. Le Ngoc Chau, Deputy Secretary of the Party Committee, Chairman of the City People’s Committee; Mr. Le Van Hieu, Deputy Secretary of the Party Committee, Chairman of the People’s Council; Mr. Pham Van Lap, Deputy Secretary of the Party Committee, Chairman of the Viet Nam Fatherland Front Committee of Hai Phong, together with leaders of the Party Committee, People’s Council, People’s Committee, relevant departments, agencies, and localities.

The project, invested by Biel Crystal, is located on a 3.16-hectare service land plot in An Phat 1 Industrial Park (Tran Phu Commune, Hai Phong), with a total investment of over VND 2,200 billion. Phase 1 will build five 20-storey dormitory buildings, providing about 4,360 apartments for nearly 18,880 workers. The project aims to offer modern, safe, and convenient living space for workers, thereby improving their living conditions and well-being. Construction is expected to be completed within 36 months.

The city leaders and the project investor carried out the groundbreaking ceremony.

Speaking at the ceremony, Mr. Le Anh Quan, Standing Vice Chairman of Hai Phong People’s Committee, emphasized that ensuring stable housing for workers has always been a top priority for the city. He highly appreciated Biel Crystal’s vision and social responsibility in investing in worker housing, describing it as a commendable model to be expanded.

He requested the investor to focus resources on ensuring quality, safety, and environmental standards, aiming to complete the project on schedule. At the same time, the investor should consider appropriate selling, leasing, and rent-to-own prices that match workers’ income, ensuring transparency and accessibility.

The project is one of the first major works to implement the Resolution of the 1st Hai Phong Party Congress, contributing to the city’s target of 32,900 social housing units during the 2025–2030 term.
