The National Assembly’s Resolution No. 226/2025 on piloting a number of specific mechanisms and policies for the development of Hai Phong city stipulates that the City People's Committee take over the task of the management and maintenance of national inland waterways, the operation management of inland ports and wharves on national inland waterways in the city. The Ministry of Construction and  Hai Phong City People's Committee have agreed to complete the handover and acceptance of the national inland waterway route for the city to manage, striving to complete it before September 1 this year.
