The project of investment and technical infrastructure construction of a new township in the North of the Cam river has been approved by the Prime Minister. 

The purpose of investment is to construct Hoang Van Thu bridge, dykes and embankments of the Cam river, main traffic system and technical infrastructure to serve for the northern area of the Cam river with a scale of 1,445.51 ha.

Additionally, the development and expansion of the city towards the North and step by step, the completion of new city center in the direction of the development of  urban space and adjustment of master plan on construction of HaiPhong city in2025, vision toward 2050 has been approved by the Prime Minister inDecision No. 1448 / QD-TTg dated 16/09/2009.

Regarding to scale of investment, Hoang Van Thu bridge is about 1,138,5 m long, construction of the left dyke of the Cam river is about 2,016 m long, construction of main traffic system of new township in the North of the Cam river with total length of nearly 9,958 kmand technical infrastructure construction of new township in the North of the Cam river.

Total investment funds of the project is VND 9,899.085 billion from the city budget and other support funds. The project is carried out in Tan Duong, Duong Quanand Hoa Dong communes (Thuy Nguyen district) and Minh Khaiward (Hong Bang district), HaiPhong city,a duration of 5 years from 2016 - 2020. The Management Board of construction andHaiPhong urban development project is an investor.
