Attending the conference were Mr. Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Mr. Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; Members of the Standing Committee of the City Party Committee and the City Party Committee; cadres under the Standing Committee of the City Party Committee who retired before retirement ages; leaders of the Vietnam Fatherland Front Committee, socio-political organizations of the city and leaders of departments, branches, localities and units.

The conference announced the Decisions to end the activities of 11 Party delegations and Party executive committees at the city level and transfer the functions and tasks of the Party delegations and Party executive committees to the Party organization committees where the activities of the Party executive committees and Party delegations ended, including: Party executive committees: City People's Committee; City People's Procuracy; City People's Court; Party delegations: City People's Council, Vietnam Fatherland Front, City Labor Federation, City Farmers' Association, City Women's Union, City Veterans' Association; City Union of Science and Technology Associations; City Literature and Arts Association.

Also announced is the Decision to end the activities of the Party Committee of the City's Agencies and the Party Committee of the City's Businessmen Group; transferring 148 grassroots party organizations with 8,611 Party members of the above two party committees to the Party Committee of the City's Party Agencies, the Party Committee of the City People's Committee and district-level party committees; Transferring 11 other party organizations under the City Party Committee with 8,425 party members to the City People's Committee Party Committee.

The conference also announced the following Decisions: Decision of the Standing Committee of the City Party Committee to establish the Party Committee of the City Party Agency as a grassroots-level Party Committee directly under the City Party Committee; Decision of the Standing Committee of the City Party Committee to establish the Party Committee of the City People's Committee as a grassroots-level Party Committee directly under the City Party Committee; Decision of the Standing Committee of the City Party Committee on merging the City Party Committee's Propaganda Department and the City Party Committee's Mass Mobilization Department into the City Party Committee's Propaganda and Mass Mobilization Department; Decision of the Standing Committee of the City Party Committee on merging Hai Phong Newspaper and Hai Phong Radio and Television Station into the City Press and Communication Center.

The conference also announced the Decisions on the organization and personnel work under the management of the City Party Committee taking effect from March 1, 2025: Establishment of the Department of Home Affairs by merging the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs; Establishment of the Department of Finance by merging the Department of Planning and Investment and the Department of Finance; Establishment of the Department of Construction by merging the Department of Transport and the Department of Construction; Establishment of the Department of Culture, Sports and Tourism by merging the Department of Culture and Sports and the Department of Tourism; Establishment of the Department of Agriculture and Environment by merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development.

The Chairman of the City People's Committee awarded Certificates of Merit to 18 individuals with achievements in implementing Resolution No. 18-NQ/TW, dated October 25, 2017 of the Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" contributing to the cause of building and developing the city. The conference also announced the Decision on early retirement and awarded symbols of gratitude to 43 comrades under the management of the Standing Committee of the City Party Committee.

Speaking at the Conference, Mr. Le Tien Chau acknowledged, praised, and expressed gratitude for the contributions of the cadres who retired early in the process of streamlining the organizational apparatus. The Secretary of the City Party Committee stated that the revolution in streamlining the city's organizational apparatus must continue to build a "compact, strong, effective, efficient" organizational apparatus of the city's political system. Regarding some tasks in the coming time, the Secretary of the City Party Committee requested the affected cadres to do well in the political, ideological, regime and policy work; the arrangement of cadres must be impartial and objective based on the requirements of the task, not allowing complicated internal problems to arise and affect the organization of party congresses at all levels. Party Committees, agencies, units and localities in the city are to promulgate and guide the promulgation, according to their authority, of decisions on establishment, regulations on functions, tasks, organizational structure, working regulations of subordinate Party Committees, advisory and support agencies of newly established Party Committees and advisory and support agencies of subordinate Party Committees and organizations before February 28, 2025./.
