Vice Chairman of the Hai Phong People’s Committee Hoang Minh Cuong pays courtesy call on leaders of Nanning City, Guangxi, China
On the morning of September 17, Vice Chairman of the Hai Phong People’s Committee Hoang Minh Cuong joined the Vietnamese Government delegation, led by Permanent Deputy Prime Minister Pham Gia Tuc, to attend the opening ceremony of the China–ASEAN Expo (CAEXPO) and the China–ASEAN Business and Investment Summit (CABIS), taking place from September 17–21 in Nanning, Guangxi, China.
After 23 editions, CAEXPO and CABIS have become important platforms for cooperation, connecting markets, investment, technology, and businesses between ASEAN and China. This year, activities focus on emerging sectors such as artificial intelligence, the digital economy, the green economy, logistics, and supply chains, demonstrating that China–ASEAN cooperation is shifting significantly from market connectivity toward connecting development capabilities.
At this year’s expo, 120 Vietnamese enterprises are participating with more than 200 booths, showcasing a diverse range of products and contributing to the promotion of trade and cooperation between ASEAN and China.
Hai Phong Delegation Pays Courtesy Call on Nanning Leaders
As part of the program, on the morning of September 17, Vice Chairman Hoang Minh Cuong and the Hai Phong delegation paid a courtesy call on the leaders of Nanning City.
The Hai Phong delegation was received by Chung Duc Chi, Deputy Secretary of the Nanning Municipal Party Committee, Vice Mayor, and Acting Mayor of Nanning.

At the courtesy meeting, Vice Chairman Hoang Minh Cuong expressed his sincere appreciation to the leaders of the Nanning Municipal Party Committee, the Nanning municipal government, and relevant agencies for their warm, thoughtful, and respectful reception of the Hai Phong delegation.
He emphasized that 2026 marks the 20th anniversary of the establishment of friendship-city relations between Hai Phong and Nanning, during which high-level delegation exchanges between the two localities have been actively maintained.
The Secretary of the Hai Phong Municipal Party Committee held a working meeting with the Secretary of the Nanning Municipal Party Committee as part of the 2026 Spring Meeting Program. Hai Phong also welcomed Hou Gang, Mayor of Nanning, who led a delegation to visit the city and attend the 2026 Hai Phong Red Flamboyant Festival.
Vice Chairman Hoang Minh Cuong congratulated Guangxi on the official opening of the Pinglu Canal to navigation. He said the development presents new opportunities for Nanning to capitalize on its logistics connectivity, industrial development, and trade links with ASEAN countries.
With their international seaport systems, Hai Phong and Nanning have significant potential to explore new connectivity mechanisms between Hai Phong and Guangxi, as well as southwestern China, thereby promoting economic and trade cooperation between the two localities.

Expanding Cooperation in New Areas
Speaking about development orientations for the new period, Vice Chairman Hoang Minh Cuong said that following the merger of Hai Phong City and Hai Duong Province, Hai Phong now has a larger development space, greater economic scale, and enhanced potential, with strengths in industry, seaports, logistics, trade, and services.
The city is focusing on developing high-tech industries, seaports and logistics, digital transformation, green transformation, innovation, and international integration.
Regarding future cooperation, Vice Chairman Hoang Minh Cuong proposed that the two sides continue to regularly organize delegation exchanges, particularly exchanges between senior leaders, while strengthening connections among government departments, agencies, businesses, business associations, educational institutions, and research institutes.
He also proposed accelerating the implementation of existing cooperation agreements in areas including science and technology, artificial intelligence, healthcare, culture, and tourism, thereby creating a foundation for expanding cooperation into new fields where both sides have strengths.
In addition, the two sides should strengthen connectivity in transportation, seaports, and logistics, while promoting cooperation in science and technology, innovation, and artificial intelligence.
Vice Chairman Hoang Minh Cuong noted that in 2027, Hai Phong will host the Spring Meeting Program between the Party Secretaries of five Vietnamese provinces and cities and Guangxi, China. He extended a cordial invitation to the leaders of Nanning City to attend the event.
He expressed his confidence that, building on 20 years of friendship, together with the new advantages and opportunities of both localities, cooperation between Hai Phong and Nanning will continue to be strengthened, expanded, and deepened, producing practical results.
