Attending the conference at the City Political and Administrative Center were representatives of the leadership of city departments, agencies, judicial authorities, tax and customs authorities, social security agencies, local bank branches, specialized project management boards, as well as leaders of the city’s business associations and organizations. According to a summary report presented at the meeting by the Department of Finance, after one year of implementing Action Plan No. 07-KH/TU of the Standing Committee of the City Party Committee and Plan No. 173/KH-UBND of the City People’s Committee, which set out 63 specific tasks, the private economic sector in the city has continued to make important progress.

As of the end of August 2026, Hai Phong had 54,549 active enterprises, an increase of 17.06% compared with the same period in 2025, equivalent to 13.14 enterprises per 1,000 residents. The private economic sector accounted for 63.4% of total domestic budget revenue during the first eight months of 2026 (excluding land-use fees, the figure was 57.1%), provided employment for more than 64.3% of the labor force, and contributed nearly 42% of the city’s GRDP.

Despite these achievements, the implementation of the Resolution still faces a number of shortcomings. Twenty-four of the 63 tasks are behind schedule; the amount of registered capital of newly established enterprises has declined; the number of enterprises temporarily suspending operations or being dissolved has increased significantly; and the conversion of household businesses into enterprises remains limited, with only 177 household businesses having converted since Resolution No. 68-NQ/TW was issued.

In addition, some support mechanisms related to access to land, reductions in land rental fees, and interest-rate support have not yet been implemented effectively in practice.

At the conference, representatives of city departments, agencies, and business associations openly discussed the causes of the shortcomings and limitations. They also proposed that the city focus on resolving difficulties related to production premises, accelerating administrative procedures concerning construction and planning, and completing policies to support digital transformation and technological innovation among small and medium-sized enterprises.

In his direction and concluding remarks, Vice Chairman Le Trung Kien emphasized that the Resolution is a strategic policy of the Party on developing the private economic sector and requires decisive engagement from the entire political system.

To create a substantive breakthrough for the private economic sector in the coming period, the Vice Chairman instructed the Department of Finance to take the lead and urgently coordinate with relevant agencies to develop a new plan. The plan is to comprehensively integrate tasks for implementing Resolution No. 68-NQ/TW with relevant resolutions and directives of the central government and the City Party Committee. It is to be issued within September 2026 to create new momentum ahead of Vietnam Entrepreneurs’ Day on October 13.

The new plan must assign specific responsibilities and adhere to the principles of “clear people, clear tasks, clear authority, clear responsibility, and clear results,” putting an end to the issuance of overly general documents whose practical impact on businesses cannot be measured.

At the same time, all city departments, agencies, and localities were instructed to make a significant shift in mindset from “state management” to “serving businesses,” proactively accompanying and supporting businesses from the grassroots level.

The Department of Construction was instructed to urgently make planning information and lists of social housing and rental housing projects publicly and transparently available so that private enterprises can access them and participate in investment.

The Department of Industry and Trade, in coordination with the Hai Phong Economic Zone Authority, will develop a detailed database on the capabilities and business sectors of domestic supporting-industry enterprises, with the aim of effectively connecting them with major FDI corporations.

The Department of Science and Technology will accelerate enterprise digitalization, publicly announce criteria for recognizing innovative and high-tech enterprises, and integrate a channel for receiving and monitoring the handling of businesses’ feedback and petitions on the Smart Hai Phong digital platform.

Regarding the management of public assets leased on a short-term basis, Vice Chairman Le Trung Kien assigned local communes, wards, and special administrative zones greater authority to determine rental prices and directly lease public assets. The aim is to reduce administrative procedures and quickly provide production and business premises for local households and enterprises.

The Vice Chairman also called on business associations and organizations to maximize their role as a bridge between businesses and government, proactively compile lists of supporting-industry enterprises, and study mechanisms for “mutual advancement” and cooperation. These mechanisms would create conditions for larger enterprises to take a leading role and provide credit guarantees for smaller enterprises, helping them develop sustainably.
