The 2026 Trade Remedies Forum is an annual event organized by the Ministry of Industry and Trade, serving as a platform for policy dialogue among regulatory agencies, experts, industry associations, and the business community. The forum aims to raise awareness and strengthen the capacity to effectively use trade remedy instruments, contributing to the protection of domestic production and sustainable economic growth.

This year’s forum took place against the backdrop of significant changes in the global economy and trade, including intensifying strategic competition and protectionist trends, continued restructuring of global supply chains, and growing pressure on international trade from excess production capacity in certain industries.

For Viet Nam, as a highly open and deeply integrated economy, these developments present both opportunities and challenges, highlighting the need to strengthen trade remedy capacity and proactively respond to impacts from international markets.

Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan delivers the opening remarks.

In his opening remarks, Deputy Minister Nguyen Sinh Nhat Tan emphasized that, in the new stage of development, Viet Nam’s task is not only to maintain rapid economic growth but also to build a solid foundation for ensuring high and sustainable growth over the long term. Alongside expanding markets, promoting exports, attracting investment, and participating more deeply in global value chains, Viet Nam needs to develop domestic production capacity that is competitive, adaptable, and resilient to external shocks.

The Deputy Minister highlighted the role of foundational industries in ensuring connectivity and spillover effects while strengthening the economy’s autonomy. In this context, trade remedies need to shift from responding to individual cases toward proactive trade risk management, with stronger early-warning mechanisms and closer monitoring of trade flows, import prices, production capacity, and excess capacity in major markets.

At the same time, greater attention should be paid to developing evidence-based industry data systems and strengthening coordination among government agencies, industry associations, businesses, customs authorities, ministries, sectors, and localities in early warning, investigations, enforcement monitoring, and the prevention of trade remedy circumvention.

The Deputy Minister also noted that trade remedies should be closely linked with industrial development policies, contributing to a fair and competitive business environment and creating favorable conditions for enterprises to improve productivity, technology, quality, and competitiveness.

The Deputy Minister expressed his expectation that the 2026 Trade Remedies Forum would help clarify orientations for the effective use of trade remedy instruments to safeguard fair competition, strengthen national production capacity, and create additional growth drivers in the new development period.

At the forum, experts, regulatory agencies, industry associations, and the business community discussed the role of trade remedies in industrial development strategies and national production capacity; solutions to protect the domestic market amid excess production capacity and unfair competition; global trends in the application of trade remedy measures; and ways to strengthen enterprises’ capacity to respond to such measures.

As part of the forum, a thematic workshop entitled “From Identifying Injury to Preparing a Trade Remedy Investigation Petition” was also held. The workshop focused on guiding businesses in identifying signs that may warrant the initiation of a trade remedy investigation, preparing investigation petitions, and assessing injury. Participants also discussed practical cases and addressed issues of concern to businesses.

The workshop helped enterprises and industry associations gain a clearer understanding of the procedures, information requirements, and methods for preparing dossiers when making use of trade remedy instruments./
