Mr. Le Tien Chau, Member of Party Central Committee, Secretary of Hai Phong Party Committee, Head of Hai Phong National Assembly Delegation; Mr. Nguyen Van Tung, Deputy Secretary of Hai Phong Party Committee, Chairman of Hai Phong People's Committee, along with members of Hai Phong Party Standing Committee, Vice Chairman of People's Council, and Vice Chairman of  People's Committee; Former city leaders and 279 official delegates attended the congress.

During the past term, Vietnam Fatherland Front at all levels in the city has excelled in propaganda, mobilization, and uniting people from all walks of life, strengthening social consensus, organizing patriotic emulation movements and campaigns with creative and effective methods, closely following the action program and the Resolution of the 14th Vietnam Fatherland Front Congress for 2019-2024 term, organized and successfully implemented key and unexpected political tasks. Activities related to elections, contact, dialogue, social criticism, supervision, and comments on Party building and government building were conducted deeply, orderly, and methodically. This contributed to promoting socialist democracy, ensuring national defense and security, and effectively serving the city's socio-economic development. Vietnam Fatherland Front at all levels in the city achieved all 8 major targets set by the 14th Congress of Vietnam Fatherland Front in the city, with some targets being completed at a very high level. The results at all levels over the past 5 years are a concrete testament to the spirit of solidarity, dynamism, autonomy, and creativity in implementing the coordinated and unified action program. This is the consensus and agreement with the high determination of the Party Committee, government, army, and people in the city, contributing to improving the material and spiritual life of the people, maintaining political security, social order, and safety, and completing the task of socio-economic development./.
