Viet Nam rolls out second party central committee plenum resolution
The conference was held in person at the National Assembly Building and connected online to locations nationwide. General Secretary and State President To Lam chaired the event.

In Hai Phong, attendees included Party Central Committee member, Secretary of the municipal Party Committee, Chairman of the People’s Committee, and head of the city’s National Assembly delegation Le Ngoc Chau. Also present were Standing Deputy Secretary of the municipal Party Committee Do Manh Hien; Deputy Secretary and Chairman of the People’s Council Le Van Hieu; Deputy Secretary and Chairman of the Vietnam Fatherland Front Committee Pham Van Lap; and Deputy Secretary Do Thanh Trung, Members of the Party Standing Committee, the municipal Party Committee, and leaders of departments and agencies also attended the conference. The event was connected online to communes, wards and special zones across the city.


The conference outlined new and core contents of resolutions, regulations and conclusions adopted at the second plenum. Key topics included regulations on implementing the Party Charter, political and ideological work, inspection and supervision, and Party discipline. It also covered anti-corruption, anti- wastefulness efforts in the new period. Conclusions on socio-economic development, public finance, public investment, and public debt for the 2026–2030 period were also presented.

Speaking at the event, General Secretary and State President To Lam called on all sectors to translate the resolution into practical and effective action plans. He stressed the need for consistent and unified implementation from central to grassroots levels.He said this would help build consensus, strengthen trust, and promote political determination and innovation. The goal is to achieve rapid and sustainable development, maintain political stability, and strengthen national defense and security in the new period.
