To achieve the set growth target, the city has reviewed, updated and adjusted economic growth scenarios to serve the direction and administration, prioritized resources to promote growth and ensure major balances. The city has striven for growth according to the set plan, creating a solid foundation for development. Furthermore,  the city has focused on implementation of the plan to implement the National Assembly’s Resolution No. 226/2025 on piloting a number of specific mechanisms and policies for the development of Hai Phong city; Urgently completed the establishment of Free Trade Zones and Specialized Economic Zones; promoted internal procedure reform, reduced the time for handling administrative procedures. The city has tried the best to concretize 4 Central Resolutions on strategic development pillars, including the Resolution No. 57 on science and technology development, innovation and national digital transformation; the Resolution No. 59 on international integration in the new situation; the Resolution No. 66 on innovation in law making and enforcement to meet the requirements of national development in the new era and the Resolution No. 68 on private economic development. At the same time, it needs to accelerate the disbursement of public investment to ensure 100% disbursement of the plan assigned by the Prime Minister (nearly 36,000 billion VND); Resolutely carry out site clearance and infrastructure building for new industrial parks and industrial clusters.
