The festival is a meaningful activity to affirm and promote the role of culture - art in general, music in particular in the spiritual life of the people; introduce to the public the types of Vietnamese royal court music through the ages, enrich the musical life, creata joyful and exciting atmosphere, meet the demand for cultural creation and enjoyment as well as preserve the national cultural identity. The event is also an opportunity to affirm Hai Phong's position as a "city of music".

The festival brings to the audience special art programs with royal court music performances through the dynasties; exchanges and discussions with artisans and researchers on Vietnamese court art; special performances from artistic troupes from different localities across the country. At the festival, the Organizing Committee awarded 2 C prizes, 1 B prize and 2 A prizes to the troupes that had excellent performances at this festival.
