Hai Phong is a pioneer city in perfecting the legal basis system to promote the implementation of decentralization and authorization of administrative procedures with the Ministry of Industry and Trade. Accordingly, Hai Phong Department of Industry and Trade is assigned to organize the issuance of 36 administrative procedures on the issuance of certificates of origin of goods and documents of approval for traders to self-certify origins, in addition to a number of other administrative procedures in the field of import and export.
At the conference, businesses were introduced, guided and had their questions answered regarding the contents of decentralization and authorization from the Central to local levels in the field of import and export, including origin of goods, transit, transshipment, import, temporary import for re-export, temporary export for re-import, traders without a presence in Vietnam freely circulating (for exported goods, imported tobacco, agency contracts for buying and selling exported goods under licenses and updating some new contents and regulations related to Origin of goods. These are the practical contents for the administrative management and export sector of Hai Phong city in the coming time, especially in the context of promoting decentralization and authorization according to the provisions of the Law on Organization of the Government 2025, the Law on Organization of Local Government 2025 and the 2-level local government mode
