Attending the Conference were comrades: Le Ngoc Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City; Le Van Hieu, Deputy Secretary of the City Party Committee, Chairman of the City People's Council; members of the Standing Committee of the City Party Committee; Vice Chairman of the People's Council, Vice Chairman of the City People's Committee; and representatives of leaders of departments, departments, branches, unions and localities.

On the side of the Vietnam Confederation of Commerce and Industry (VCCI), there was Mr. Nguyen Quang Vinh, Vice Chairman of VCCI. The conference gathered more than 600 delegates who are representatives of typical businesses and leaders of 11 business associations and associations in the area.

Speaking at the opening of the Conference, Secretary of the City Party Committee, Head of the City Youth Delegation Le Ngoc Chau congratulated, praised and respectfully thanked the great efforts and contributions of the business community and entrepreneurs to the breakthrough development of Hai Phong. He affirmed that the city has always been consistent with the business-centric viewpoint, which is the driving force for growth; The development, success and satisfaction of businesses are important measures to evaluate the leadership and executive capacity of the government.

Emphasizing the goal of an average GRDP growth of 13%/year or more in the period of 2026-2030 and towards building Hai Phong into a globally competitive coastal megacity, the Secretary of the City Party Committee asked the Party Committees and authorities to focus on implementing 3 groups of key tasks: substantively transforming from management thinking to creating and serving according to the motto "6 clear", drastically reforming administrative procedures, completely removing bottlenecks; development planning with a long-term and synchronous vision to effectively promote new development spaces such as the Southern Coastal Economic Zone, Specialized Economic Zone and Free Trade Zone; urgently study the establishment of a competent focal point for investment promotion and support, accompanying enterprises throughout from project preparation to completion and operation. He also hopes that the business community will continue to nurture aspirations, improve management capacity, link sustainable supply chains between the FDI sector and domestic enterprises, and work together to bring Hai Phong to rapid and sustainable development.

The city's socio-economic picture in the first 9 months of 2026 continues to record an impressive breakthrough with many leading indicators in the country: GRDP growth rate reached 12.08% (the highest in the past 6 years, ranked 3rd in the country), state budget revenue reached nearly 164 trillion VND, attracting foreign direct investment (FDI) exceeded 3.6 billion USD and the disbursement rate of public investment capital reached 83.4% of the plan. Contributing to that overall result is the role of the pillar of nearly 55 thousand enterprises operating in the area, creating jobs for 98% of the workforce and contributing nearly 36% of the city's total budget revenue.

Reporting at the Conference, Director of the Department of Finance Nguyen Ngoc Tu detailed the results of resolving 24 recommendations of the business community, focusing on 5 key content groups: market access and expansion of production premises; land rent policy and tax procedures; dismantling flexible credit capital according to contractual cash flow; support the training of high-quality vocational human resources; along with promoting the digitization of administrative procedures, legal consultancy and building a process for interconnection of off-budget investment projects.

At the Conference, representatives of associations, associations and businesses enthusiastically exchanged and proposed solutions for economic development. In particular, Chairman of the City Business Association Tran Van Thang presented the Project "Improving competitiveness and attracting investment and developing Hai Phong enterprises in the period of 2027 – 2030, with a vision to 2035".

Speaking at the Conference, Vice Chairman of VCCI Nguyen Quang Vinh sent warm congratulations to the business community and businesses in Hai Phong on the occasion of the traditional day of October 13, and highly appreciated the attention, direction and spirit of companionship of the city's leaders throughout the years. He emphasized that the PCI results for many years have been in the top of the country and the leading position in the PAR INDEX, SIPAS, FTA Index and PII innovation index are clear proof of Hai Phong's outstanding economic management quality. In the context that businesses are still facing many challenges in terms of capital, production premises, costs and competitive pressure, Mr. Nguyen Quang Vinh suggested that the city's leaders continue to promote administrative reform, promptly remove obstacles in investment procedures, land, etc construction; improve the stability and transparency of policies and strengthen the connection between domestic enterprises and large FDI corporations. On the side of VCCI, the unit is committed to continuing to closely coordinate with Hai Phong and business associations to promptly synthesize recommendations and support businesses to improve their management capacity, technological innovation, green transformation, digital transformation and confidently reach out to the international market.

In recognition of practical contributions to the state budget, social security and innovation, on this occasion, the City People's Committee awarded the Certificate of Merit from the Chairman of the City People's Committee to nearly 70 typical enterprises in the area.

Speaking at the conclusion and closing of the Conference, Mr. Le Trung Kien, Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee sincerely thanked and seriously absorbed the profound guiding opinions of the Secretary of the City Party Committee as well as the proposals and enthusiastic plans of VCCI and the business community. The Vice Chairman of the City People's Committee affirmed that the City People's Committee will concretize the directions into drastic action programs and plans right in the fourth quarter of 2026, closely associated with the tasks of Resolution No. 11-NQ/TU of the Standing Committee of the City Party Committee; at the same time, directly work and dialogue with each business group to definitively resolve arising recommendations, create the safest, most favorable and transparent business investment environment for businesses to be assured of long-term attachment to the development of the city./.
