Developing transport infrastructure
The Draft Resolution of the 14th Party Congress identifies one of the three strategic breakthroughs as synchronously complete and strongly make breakthrough in the construction of socio-economic infrastructure, including multi-modal transport infrastructure. This is an urgent requirement of reality, aiming to remove bottlenecks and create conditions for rapid breakthroughs in the process of socio-economic development.
In Hai Phong city, in recent years, the city has prioritized allocating resources to key infrastructure, focusing on projects with spillover effects such as highways and airports. The scale and efficiency of investment have all been significantly improved, demonstrating a strong change in thinking about developing transport infrastructure in a strategic, synchronous and sustainable direction. Many large-scale strategic transport infrastructure projects for regional development and inter-regional connectivity have been completed ahead of schedule. At the same time, the city has reviewed and made partial adjustments to the General Planning of Hai Phong City and urban and rural planning in the city. In particular, the report proposes adjustments for 7 key projects, including the highway connecting East to West Hai Phong city; Project to build a route connecting Hanoi - Hai Phong expressway with Gia Binh airport; Project to invest in building the axis connecting Lach Huyen port in the northern area of the city to Gia Binh airport; the Project to complete the Ring Road 1 in the western area of Hai Phong; the Project to invest in building a clean water supply system on Cat Ba island; the Project to build an urban area and resort, ecological, sports, entertainment Bến Tắm lake and the Project to expand the Hai Phong City Public Security Headquarters in Bac Song Cam area. Furthermore, the adjustment of the content of the design for the architectural plan of the bridge Rao 3 over Lach Tray river in the Investment Project to build the road connecting Rao 3 bridge to the coastal road, from Bui Vien street to provincial road 363 have been proposed for approval.
