Accelerating progress of social housing construction
Implementing the project to construct at least a million apartments of affordable social housing for low-income earners and workers in industrial parks in the 2021 – 2030 period approved by the Prime Minister, Hai Phong was assigned to complete 49,400 social housing units (including the targets of former Hai Duong province and Hai Phong city

 Currently, the city is making efforts to implement solutions to become the leading locality in terms of social housing development speed, with the goal of completing more than 10,000 social housing units in 2025.
Trang Cat Social Housing Project (phase 1) or also known as Happy Home Trang Cat Project has an area of over 28 hectares. This is a large-scale social housing project in Hai Phong city providing 27 apartment blocks with more than 4,000 apartments, providing accommodation for nearly 10,000 people. The project was started in January 2024 according to the "3 good" criteria: Good location - Good quality and Good price.

Recently, the Social Housing Project at Lac Vien Warehouse 3 has officially opened for sale more than 800 apartments that meet business conditions. With an area of about 16.9 hectares, a scale of more than 4,450 apartments, this is one of the large social housing projects in Hai Phong city, with full conditions from site clearance to investment and construction procedures. Currently, the project is being urgently executed by the investor to ensure the plan.
According to the plan, in the period of 2021 - 2030, the East Hai Phong area will complete 33,500 social housing units; the West Hai Phong area will develop 15,900 units. To achieve this challenging goal, the city has been implementing many synchronous solutions including issuing preferential mechanisms, facilitating site clearance and simplifying investment procedures to attract investors in social housing projects. According to the Department of Construction, this year, the city continues to implement 12 social housing projects with a scale of about 16,700 units, and is expected to bring about 11,430 units to the market by the end of the year. In the period of 2026 - 2030, the city has 26 projects that have investment policies or investors are completing procedures to start construction.
After the merger, Hai Phong City not only expands but also increases population. The huge wave of migration of young population and immigrant workers leads to an increase in demand for accommodation, including social housing in the coming time./.
