Promoting Hai Phong- France cooperation
At the invitation of French President Emmanuel Macron, General Secretary and President To Lam, together with his wife and a high-level Vietnamese delegation, is paying an official visit to the French Republic and attending the Space Summit. Joining the working delegation of General Secretary and President To Lam, his wife and the high-level Vietnamese delegation, is Member of the Party Central Committee, Secretary of the Hai Phong Party Committee and Head of the Hai Phong National Assembly Delegation Le Ngoc Chau. Over the past years, cooperation between Hai Phong and the French Republic has been maintained comprehensively, with notable achievements in local cooperation, seaports and logistics, transport infrastructure, healthcare, education, heritage conservation and cultural exchanges.

As of the end of June this year, France has six valid investment projects in Hai Phong, with a total registered capital equivalent to approximately 55.5 million USD, focusing on electronics manufacturing and assembly, management consulting and beverage production. In terms of trade, in 2025, Hai Phong–France import-export turnover reached approximately 119.52 million USD. In the first six months of this year, total bilateral trade exceeded 63.8 million USD, up 24.4% year-on-year, with exports increasing strongly by 43.3%. The most prominent example of local-level cooperation is the relationship between Hai Phong and Brest. The two sides established relations in 2007 and have maintained cooperation in marine management, coastal environmental protection, marine scientific research, education and cultural exchanges. Brest has officially identified Hai Phong as one of its international partner localities. In transport infrastructure, there is a research project on modernizing the Hanoi–Hai Phong railway line, funded by the French side and implemented by Systra. In the environmental sector, SUEZ has implemented projects on wastewater treatment, industrial waste management and the development of an eco-industrial park model at Nam Cau Kien Industrial Park. Healthcare, education and heritage conservation are traditional areas of cooperation with substantial depth. Hai Phong has also held discussions with French partners on the conservation of French architectural heritage, as well as the development of museums and cultural institutions.
