Speaking at the conference, Hai Phong City’s Party Committee Secretary Le Tien Chau emphasized that after the National Conference on summarizing Resolution No. 18, the city established the Steering Committee of the City Party Committee and the working group to support the implementation of the Resolution. Up to now, 51 agencies have summarized the implementation of the Resolution and sent reports to the Steering Committee. The conference aims to objectively and comprehensively assess the implementation of the Resolution, thereby studying, discussing, and proposing solutions for arrangement in the spirit of urgency, and determination, closely following the direction of the Central Committee, towards the goal of a streamlined, strong apparatus, operating effectively and efficiently. The Secretary of the Party Committee requested that delegates seriously assess the implementation process of Resolution 18, the implementation plan, and solutions to institutional bottlenecks.

Discussing at the conference, participating delegates unanimously assessed that Resolution No. 18 is a correct and timely policy of the Party, in line with reality. The viewpoints, goals, targets, tasks, and solutions set out in Resolution No. 18 have a strategic vision and meet the requirements of the country's revolutionary tasks in the current period. On the basis of thoroughly grasping, concretizing, and implementing the Resolution, the City Party Committee and the Standing Party Committee have promptly directed and proposed tasks and solutions for synchronous and unified implementation throughout the entire city's political system; initially achieved positive results–a favorable premise for implementation in the next phase./.
