In his opening speech, Chairman of the City People's Council Pham Van Lap declared the 23rd Working Session the council's first session of 2025, held only one day after the working session of the National Assembly.

At the session, the City People's Council will review, comment and pass 11 draft resolutions, including: reviewing and deciding to merge several specialized agencies under the City People's Committee under the direction of the Central and City Party Committee, ensuring that agencies operate according to the new organizational model from March 1, 2025; reviewing and issuing additional support policies for cadres, civil servants, public employees and workers in the implementation of the organizational structure of the political system in Hai Phong City. The decision notes the city's special and highest level of attention nationwide for pioneers, role models, responsibility, and sacrifices made for the common good in implementing the Central and City's policies on the organization and streamlining of the apparatus.

The City People's Council considered and approved the policy of contributing funds from the city budget to implement the Lao Cai - Hanoi - Hai Phong railway construction investment project. The important policy demonstrates the city's strategic vision in developing transport infrastructure and the city's positive contribution and responsibility to the Central Government, aiming to accelerate the project's implementation progress, thus promoting rapid and sustainable socio-economic development, especially in the Lach Huyen international port area, the Southern economic zone and the Nam Do Son deep-water port.

The 23rd session discussed many important topics despite a short runtime. The Chairman of the City People's Council requested the City People's Council delegates to uphold their sense of responsibility, carefully study the issues, and focus on discussions to decide on the contents presented at the session./.
