At the Session, the City People's Council reviewed the Proposals of the City People's Committee, the Inspection Reports of the City People's Council Committees, and the draft Resolutions submitted by the Session Secretary. The City People's Council delegates upheld their sense of responsibility, carefully studied the issues, voted, and unanimously passed 11 Resolutions, including:

1. Policy on contributing funding for the investment project to build the Lao Cai - Hanoi - Hai Phong railway line (section passing through Hai Phong city) from the city budget.

2. Amending and supplementing a number of articles of the Regulations on principles, criteria, and norms for allocating public investment capital from the Hai Phong city budget for the period 2021 - 2025, issued together with Resolution No. 12/2020/NQ-HDND dated December 22, 2020.

3. Amending and supplementing the list of land plots for bidding for investment projects using land in Hai Phong City in 2025 - 2026.

4. Regulations on content and expenditures for science and technology tasks using the Hai Phong City's budget..

5. Promulgating the list of public services using the State budget in the natural resources and environment sector in Hai Phong City.

6. Regulations on the collection and units for calculating environmental protection fees for mineral exploitation in Hai Phong City.

7. Decision to establish a number of specialized agencies under the People's Committee of Hai Phong City.

8. Support policies and regimes for cadres, civil servants, public employees, and workers in implementing the organizational arrangement of the political system in Hai Phong City.

9. Amending and supplementing a number of articles of Resolution No. 02/2023/NQ-HDND dated July 18, 2023 of the City People's Council on new rural construction in Hai Phong city for the period 2021 - 2025 and Resolution No. 11/2024/NQ-HDND dated October 4, 2024 of the City People's Council on amending and supplementing a number of articles of Resolution No. 02/2023/NQ-HDND dated July 18, 2023.

10. Amending Resolution No. 11/NQ-HDND dated June 29, 2021 of the City People's Council on the establishment of the Office of the National Assembly Delegation and the City People's Council.

The meeting also carried out personnel work under the authority of the City People's Council. Accordingly, Mr. Pham Van Khanh, member of the City Party Committee, Secretary of the District Party Committee, Chairman of the Kien An District People's Council, was elected the Head of the Urban Committee of the 16th City People's Council, term 2021 - 2026.

In his closing speech, Chairman of Hai Phong City People's Council Pham Van Lap acknowledged and highly appreciated the Departments, branches, and localities assigned to prepare the draft resolution documents, and the City People's Council Committees for working responsibly and urgently to promptly submit to the City People's Council the contents ensuring quality and compliance with regulations.

In order for the Resolutions to be effectively implemented, the Chairman of the City People's Council requested that, immediately after the meeting, the City People's Committee urgently develop a plan to implement the Resolutions, of which a number of key contents will be paid special attention, e.g. urgently issuing decisions on the functions, tasks and powers of specialized agencies according to the new organizational structure, so that the agencies can start operating from March 1, 2025, ensuring smoothness, rhythm and efficiency; Quickly completing procedures, arranging sufficient funding to create the most favorable conditions for those who quit their jobs due to the streamlining of the apparatus; Closely coordinating with central agencies and localities to speed up the completion of documents for the Lao Cai - Hanoi - Hai Phong high-speed railway construction project; Completing the documents to submit to the City People's Council at the nearest session on continuing to allocate detailed capital for programs and projects to accelerate construction progress and disbursement of public investment capital in 2025.

The Chairman of the City People's Council requested the Standing Committee of the City People's Council, the Committees, the Delegations, and the City People's Council delegates to closely monitor the implementation process to ensure serious, complete, and effective implementation of the Resolutions issued by the City People's Council./.
