Speaking at the conference, Hai Phong City’s Party Committee Secretary Le Tien Chau acknowledged and highly appreciated the achievements the City People's Committee, departments, branches, and localities have strived to achieve in 2024. The city is resolutely implementing the work of rearranging the organization of the political system in the direction mottoed "Elite - Streamlined - Strong - Efficient - Valid - Effective". The Secretary of the Haiphong Party Committee also pointed out the limitations and bottlenecks that need to be overcome in order to create momentum to complete the socio-economic development targets in 2025 - the last year of the term and also a year of great significance for the Hai Phong City’s Party Committee and Government. In order to effectively implement the Resolution of the City Party Committee and the City People's Council on the tasks of socio-economic development, national defense, and security in 2025, Haiphong Party Committee secretary suggested that it is necessary to focus highly on the task of building specialized, outstanding and breakthrough mechanisms and policies to create development momentum for the city; focus on removing difficulties and obstacles and starting a number of key projects. The Secretary of Haiphong Party Committee requested all cadres, party members, and workers in the City's political system, especially the heads of Party committees and authorities at all levels, to unify their views and realize that streamlining the organizational structures, combined with restructuring the contingent of officials to ensure they possess necessary quality, capacity, and qualifications for their tasks, with reasonable payroll and standardised job titles is a revolution for the city’s overall development. Haiphong People's Committee Chairman Nguyen Van Tung emphasized that in 2024, the City Party Committee, People's Council, and People's Committee have strictly directed, sectors and localities have made many efforts along with the trust and support of the people, despite facing many difficulties, the city has achieved high results in socio-economic development. Well implementing the city's theme for 2025: "Expanding economic and urban space; promoting special mechanisms and policies; enhancing green and digital transformation", identifying digital transformation as the "driving force" in the city's development. The Chairman of the City People's Committee also launched a patriotic emulation movement, effectively deploy commendation work and successfully carried out the socio-economic development task in 2025.

On this occasion, authorized by the Prime Minister, Secretary of Haiphong Party Committee Le Tien Chau awarded the Government's Emulation Flag to Hai Phong City for its outstanding achievements in the patriotic emulation movement of the Emulation Cluster among five Centrally-run Cities./.
