Focusing On Human Resource Development
The 6th Conference of the 13th Party’s Central Committee has issued Resolution No. 29 on Continuing to promote industrialization and modernization of the country to 2030, with a vision to 2045.

One of the solutions proposed to further promote industrialization and modernization in Vietnam in the coming time is the development of a high-quality workforce. This is an important and right direction effectively implemented by Hai Phong City. 

According to the General Statistics Office, the percentage of trained laborers in Vietnam increased from 40% in 2010 to 65% in 2020. The rate of workers aged 15 and older who have undergone training has continuously increased over the years, rising from 15.4% in 2011 to 24.1% in 2021. The increasing rate of trained labor is improving the quality of Vietnam's human resources. A skilled workforce has been attracted and is demonstrating high productivity in certain sectors, such as information technology, automobile, and motorcycle manufacturing, making it an attractive factor for foreign investors coming to Vietnam.

In the coming years, digital transformation will be an inevitable trend for Vietnam and many other countries; it presents significant development opportunities and requires workers to be prepared with appropriate skills and capabilities. To develop a high-quality workforce that meets the requirements to accelerate industrialization and modernization in Vietnam in general, and Hai Phong in particular, experts suggest that the city needs to focus on reviewing and refining education and training strategies that align with the demands of industrialization and modernization. Additionally, it is necessary to reorganize the network of vocational education and higher education institutions in technical and technological fields, implement training activities on science, technology, and innovation in schools, and establish national and local programs for training, attracting, and utilizing talented labor with high skills and expertise. Furthermore, it is essential to develop and implement training programs for specialists, high-quality human resources, and skilled labor in foundational, prioritized, and key industries. Along with this, encouraging the development of online teaching and learning platforms will create more opportunities for workers to access knowledge and enhance their skills and qualifications./.
