Secretary of the Hai Phong Party Committee Le Tien Chau works with the delegation of Pacific Construction Group
On the morning of October 21, Mr. Le Tien Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee, and Head of the Hai Phong National Assembly Delegation, had a working session with the delegation of Pacific Construction Group led by Mr. Yan Jiehe, Founder of Pacific Construction Group, Toholdings Group, and Chairman of the Zhuangyan Research Institute.
Attending the meeting were Standing Vice Chairman of the Hai Phong People’s Committee Le Anh Quan; Chief of Office of the City Party Committee Dao Trong Duc; Director of the Department of Agriculture and Environment Bui Van Thang; and representatives of relevant departments and sectors.

Overview of the working session
At the meeting, Mr. Yan Jiehe, Founder of Pacific Construction Group, emphasized that this was the third meeting with Hai Phong city leaders since late 2024. He noted that after the merger of Hai Duong province and Hai Phong city, the city’s economic scale has risen to the third largest nationwide, and investment capital has increased significantly. Hai Phong boasts strengths in transport infrastructure, seaports, logistics, and smart urban development.

Mr. Yan Jiehe stated that Pacific Construction Group is one of China’s leading construction enterprises, focusing on large-scale infrastructure investment and construction projects. In Hai Phong, the Group is particularly interested in cooperating to invest in several major projects, including:
The high-speed inter-provincial railway connecting Hanoi – Hai Phong – Quang Ninh;
The East–West connecting road linking key urban, economic, industrial, seaport, and aviation centers;
The logistics corridor and axis connecting Gia Binh Airport with Lach Huyen Port to expand Hai Phong’s development space.
The Group hopes that the city’s leadership will facilitate favorable conditions for investment cooperation in these projects at the earliest possible time. Mr. Yan also committed that the Group would ensure the fastest implementation progress, quality, and investment efficiency, contributing to Hai Phong’s socio-economic development.

Secretary Le Tien Chau highly appreciated the reputation, capacity, and 30-year experience of Pacific Construction Group. He affirmed that Hai Phong is striving to achieve a GRDP growth rate of 12.35% this year — a crucial foundation for maintaining double-digit growth over the next five years, with an average annual GRDP increase of 13%. The city needs to mobilize substantial investment resources to focus on strategic infrastructure and socio-economic development.
The Secretary expressed his hope that Pacific Construction Group would accompany Hai Phong in addressing financial resource challenges and share investment cooperation experience in fields where the Group has strengths. He affirmed that the city’s consistent stance is to strongly support and facilitate enterprises and groups investing in Hai Phong, in compliance with legal regulations.

The Secretary emphasized that there are currently two projects with strong potential cooperation with Pacific Construction Group under the Build–Transfer (BT) model:
The East–West connecting road project;
The Gia Binh Airport – Lach Huyen Port connection axis.
Of these, the East–West connection project has already received investment policy guidance from the Standing Committee of the City Party Committee and is expected to commence construction in early 2026. The Secretary assigned the City People’s Committee to work with the Group to finalize the investment plan for the Gia Binh Airport – Lach Huyen Port connection project, with the goal of breaking ground within 2026.
He also appreciated the Group’s goodwill in supporting the city’s floodwater treatment project and assigned the City People’s Committee to direct the Department of Construction and the Urban Planning Institute to promptly work with the Group and report results to the city’s leaders.
Regarding the signing of a memorandum of understanding between the two sides, the Secretary assigned the Department of Finance to take the lead, in coordination with relevant departments, to finalize the draft, submit it to the Standing Committee of the City Party Committee for review, and organize the signing ceremony within October 2025.
He also instructed the Department of Finance to complete the procedures for establishing a branch of Pacific Construction Group in Hai Phong by November 2025, serving as a bridge for the Group’s effective investment cooperation in the city.
