By the end of the first 9 months, the state budget revenue of Hai Phong city is estimated to reach over 145,600 billion VND, an increase of 30.6% over the same period last year. Of which, domestic revenue reached 108.3% of the People Council estimate, import-export revenue reached 92.9% of the People Council estimate.
According to the report of the City People Committee, the city domestic revenue reached 80,856 billion VND, making up of 108.3% of the estimate assigned by the Central Government, an increase of 41.4% over the same period last year. Compared to the 2025 ordinance estimate, 12/19 targets have reached and exceeded the average collection rate (75%) or more, 7/19 targets have not reached the average collection rate (below 75%).
The tax sector has implemented drastic solutions in tax inspection and prevention of state budget loss. As a result, in the first 9 months, the tax sector has completed over 2,220 inspections, the total amount of tax arrears, refunds and fines increased through inspection reached over 1,244 billion VND, reducing losses by over 1,580 billion VND, reducing deductions by 88 billion VND. In addition, the tax sector has paid attention to administrative reform and modernization of the sector, supporting and accompanying taxpayers. In 9 months, 640 VAT refund dossiers with a total amount of 7,174 billion VND have been resolved.

In the domestic revenue section, land use revenue in the first 9 months is estimated at 35,196 billion VND, accounting for133.6% of the central budget estimate, up 89.7% over the same period last year. Thus, land use and land rent revenue accounted for over 43% of the total domestic budget revenue. In the coming time, the City People Committee will continue to direct relevant agencies to quickly review, study and propose new revenue sources and taxes, prevent revenue loss in and ensure pot potential and sustainability.
