In the first 9 months of 2025, Party committees at all levels focused on the tasks of Party building, the political system, mass mobilization and the dual goal ofboth implementing the effective operation of the 2-level local government and synchronously implementing the tasks of economic development, ensuring social security, national defense - security and foreign affairs with the aim of obtaining positive results. The city strongly overcame the most difficult challenges, continuing to affirm its role as an economic locomotive in the north. At the conference, Hai Phong City Party Committee Executive Committee listened to Hai Phong City Party Committee Secretary Le Tien Chau quickly announced the results of the 13th Central Conference; discussed and unanimously approved the issuance of the Resolution of the City Party Committee Executive Committee on building Hai Phong into a drug-free city and the Resolution of the City Party Committee Executive Committee on establishing a new generation free trade zone in Hai Phong. Hai Phong Party Committee Secretary Le Tien Chau emphasized that the City Party Committee Executive Committee have basically approved the issuance of the two resolutions on "building Hai Phong into a drug-free city  and establishing a new generation free trade zone in Hai Phong, he assigned the City People Committee Party Committee to fully collect the opinions of the delegates to supplement t to the two resolutions. He also assigned the City Party Committee office to complete the draft of the two resolutions and submit them to the Standing Committee of the City Party Committee for signing and implementation from the very first days of concretizing the Resolution of the First Congress of Hai Phong City Party Committee, term 2025-2030.
