Bringing public services closer to the people
In 2025, Hai Phong maintained its top position nationwide in four key indicators: the Provincial Competitiveness Index (PCI), the Public Administration Reform Index (PAR Index), the Satisfaction Index of Public Administrative Services (SIPAS), and the Provincial Green Index (PGI).
To obtain these impressive achievements, the local departments and localities proactively advanced lots of initiatives to bring online public services closer to the people.
From July 1 to mid-November, following over four months of implementing the two-tier local government model, the city received more than one million administrative applications, with over 80% submitted online. Departments and agencies handled 74% online submissions, while communes, wards, and special zones reached over 83%. All administrative procedures were made publicly available on the national public service portal. In the 2025 national assessment of services for citizens and businesses, Hai Phong scored 91.92 points, ranking second nationwide. Seven out of twelve departments achieved 90.5 points or higher, while 114 communes, wards, and special zones exceeded 91.64 points.
To narrow the digital divide and help citizens confidently use online services, in addition to upgrading infrastructure, the city has diversified communication channels and promoted digital skills, ensuring that every citizen is ready to access modern administrative procedures.
