Hai Phong to finish 16,200 social housing units by 2025
On July 12th afternoon, The National Assemblys Supervision Team led by comrade Vu Hong Thanh, Member of the Party Central Committee, Member of the National Assembly Standing Committee, Chairman of the Economic Committee, Standing Deputy Head of the Supervision Team, worked with the city on the implementation of policies and laws on real estate market management and social housing development in the city from 2015 to the end of 2023.

Mr. Chairman and Mr. Vice Chairman of the Hai Phong City People’s Committee Nguyen Van Tung and Nguyen Duc Tho, as well as the Deputy Head of the city’s National Assembly delegation Mr. La Thanh Tan, and other leaders from the city’s departments and agencies hosted the working group.
According to the city, Hai Phong’s real estate market has become gradually stable with a system of 500,000 real estate archived documents. The city adds about 7,000 notarized documents monthly regarding real estate contracts and transactions. The information system on the real estate market interlinked with the Ministry of Construction is increasingly improving to minimize overgrowth in the city’s real estate market. Central policies regarding the housing market were distributed to underprivileged and low-income workers in the city. Other housing support for meritorious families in difficult circumstances like discounts and renovations was carried out.
As of the moment, Hai Phong City has approved 31 housing investment plans, equalling 36,600 housing units, of which nine projects, equivalent to 15,000 housing units, have begun construction. It is predicted that about 16.200 apartments will be finished by 2025, exceeding the Government’s target of 15,400 units and in 2025-2030, another 20,400 will be finished. The city has also planned over 40 locations for future social housing projects in industrial zones, enabling Hai Phong City to exceed the Government-assigned social housing target for 2021-2030.
However, Hai Phong City still met difficulties in realizing the projects due to constantly changing regulations that impacted many people’s economic and social statuses; confusion in providing land use certificates, determining the price of land per the adjusted general planning, limiting preference policies for investors and purchasers to have access to the housing units.
To resolve the difficulties, Mr. Nguyen Van Tung recommended relevant Ministries and departments quickly finalize Decisions and Circulars regarding concerned Land Laws and that the Government soon announce Decisions on land price guidance according to Vietnam’s 2023 Law on Land to help the projects move along.
Mr. Vu Hong Thanh, Head of the city’s Economic Authority Board and Deputy Head of the Standing Supervision group highly appreciated the city’s results and asked Hai Phong City to compile and supplement the report regarding the locality’s development of social housing. The city’s suggestions will be considered by the supervising group to be presented to the National Assembly, where adjustments will be made for easier development./.
