Delivering a speech at the Commemoration Ceremony, Secretary of the City Party Committee Le Tien Chau emphasized: After 70 years of construction and development, from a war-torn city, Hai Phong has become the leading economic, cultural, scientific-technological, and service center of the country. The Secretary of the City Party Committee affirmed that the achievements of Hai Phong today are the result of the wise leadership of the Party Central Committee, the National Assembly, the Government, and the support of the Committees, ministries, branches, and other localities. It is also the crystallization of the glorious cultural-revolutionary tradition, the spirit of solidarity, creativity, and the aspiration to rise of the Party Committee, the government, the army, and the people of the city. Entering a new stage of development, Hai Phong defines its role and responsibility in the process of industrialization and modernization of the country. The city aims to reach the regional level, becoming a modern international seaport city, a leading economic, educational, scientific, and technological center.

At the Ceremony, in recognition of the contributions of the Party Committee, Government and People of Hai Phong City in building socialism and defending the Fatherland, the Party and State decided to confer the State honorary title "Heroic City" on the Party Committee, Government and People of Hai Phong City.

Speaking at the ceremony, on behalf of the Party and State leaders, President Luong Cuong congratulated and highly appreciated the achievements, results and great contributions in the struggle for national independence; as well as in the cause of innovation, construction, development of the country and firmly defending the Socialist Republic of Vietnam of the Party Committee, government, people and armed forces of Hai Phong City over the past 70 years. Based on the achievements after 70 years of liberation, Hai Phong has all the conditions and opportunities to become a leading city in the cause of industrialization and modernization, on par with typical cities of Asia, contributing to the whole country entering an era of rapid, sustainable, and prosperous development.

After the Anniversary Ceremony, a special art program with the theme "Hai Phong - 70 years of faith and aspiration to rise up" opened the Red Flamboyant Festival - Hai Phong 2025, with the participation of more than 1,000 professional and non-professional performers. The art program was elaborately staged with three segments: "Hai Phong - land of the talented people", "The heroic song of Loyalty and Victory", and "Hai Phong - faith and aspiration to rise up". Each part is a vivid slice of the history, present, and future aspirations of the Port City, expressed through the language of music, dance, and live stages.

The art program ended with a brilliant fireworks display at six locations throughout the city, lighting up the sky of the Port City, bringing explosive emotions on the night of the 70th anniversary of Hai Phong Liberation Day and the opening of the 2025 Red Flamboyant Festival./.
