Hai Phong steps up efforts to cut administrative procedures
The Action Plan of the Standing Committee of Hai Phong Party Committee to implement Politburo Resolution No. 68 on developing the private sector has outlined a range of solutions, including breakthrough reforms in institutions, policies and administrative procedures. The plan focuses on cutting at least 30% of compliance time and costs; strongly implementing the “one-stop shop” and “green channel” mechanisms; and accelerating digital transformation, the application of artificial intelligence and big data in management.
As of the end of July this year, the Hai Phong Tax Department was monitoring and managing more than 344,800 taxpayers, including over 118,200 enterprises and organizations and 226,500 business households. In the first seven months of the year, more than 6,000 new enterprises and organizations were established in the city, driving growing demand for guidance and clarification on tax policies and administrative procedures.
Alongside with the tax sector, departments, agencies and local authorities at all levels have also implemented measures to support enterprises and business households, including publicly posting administrative procedures at one-stop service centers and providing guidance on submitting business registration applications.
To date, nearly 1,700 provincial-level administrative procedures and nearly 300 commune-level procedures in the city have had their processing times cut by at least 50%. Many of these procedures are related to production and business activities, helping enterprises significantly reduce the time and travel costs involved in handling administrative procedures. In the coming period, the city’s departments, agencies and local authorities will continue to improve the investment and business environment while developing and effectively implementing policies to support enterprises in digital transformation and improve their access to land, capital, science and technology resources./.
