The festival lasts two days, from March 30th to 31st, featuring 13 hot air balloons of various types. These included three giant colorful hot air balloons at levels 7 and 8, six level 1 hot air balloons, and four ground hooks. The festival included a demonstration of hot air balloons, hot air balloon rides for tourists, tours inside the hot air balloons, taking photos with the balloons, and a Night of Hot Air Balloon Lanterns. The festival aimed to promote and advertise the tourism potential and strengths of the World Natural Heritage Ha Long Bay - Cat Ba archipelago while stimulating tourism and attracting investors to the Cat Ba tourist area.

On March 30th night, a camp with the theme "Cat Hai Youth - 65 years of following Uncle Ho's words" was organized. The camp consisted of 16 camps with 25 members representing the forces of participating units, including 12 camps from communes and towns and four camps from Cat Ba High School, Cat Hai High School, District Health Center, and Cat Ba National Park. These camps showcased traditional products, scientific and technological innovations, creative environmental protection ideas, children's play designs made from recycled materials, and job assignment projects highlighting the unit's creativity./.
