Hai Phong cooperates with K-water to ensure sustainable water security
On the afternoon of October 22, Chairman of the City People's Committee Do Thanh Trung chaired the conference to listen to the report on research results, proposing solutions to improve the efficiency of management, exploitation and protection of water resources in Hai Phong city implemented by the Korea Water Resources Corporation (K-water).
Also attending were Mr. Tran Van Quan, Vice Chairman of the City People's Committee; leaders of departments and branches: Agriculture and Environment, Construction, Finance, Science and Technology, Health, Foreign Affairs, Industry and Trade, Hai Phong Economic Zone Management Board and Hai Phong Water Supply Joint Stock Company. On the side of Korea Water Resources Corporation (K-water), there were Mr. Han Seong Yong, Vice President of K-water, Senior Manager of Global Business Department; Mr. Son Dae Ik, General Manager of Global Business; Mr. Cho Han Dong, Director of K-water Center in Vietnam and experts and full-time staff.
Reporting at the conference, leaders of the Department of Agriculture and Environment said: Implementing the direction of the City People's Committee, the City Working Group has closely coordinated with K-water to review the current situation, collect hydrological data and comprehensively assess the balance of water supply and demand in the city after the merger. K-water's research report has clearly identified the key bottlenecks of Hai Phong, including difficulties in obtaining fresh water in the dry season, deepening saltwater intrusion; domestic and industrial wastewater pollution; urban flooding due to the resonant impact of heavy rain, river floods and strong tides; limiting water sources on the islands and the dispersion of monitoring and operation databases.
Vice Chairman of the City People's Committee Tran Van Quan spoke at the conference. On that basis, K-water proposes a vision to manage the city's water resources to 2050 in the direction of "Safety, Circular and Smart", with 5 key strategic groups: Integrated flood response; Stable fresh water supply; Pollution control and water quality assurance; Improving the autonomy of island water supply; Integrate digital data and smart watershed management. The five strategies are concretized into 21 tasks (including 9 non-construction tasks and 12 construction tasks), with investment phases and implementation resources.
Representatives of K-water presented digital technology solutions and smart water resource management projects proposed for Hai Phong.Clarifying the current irrigation status at the conference, the Department of Agriculture and Environment emphasized the vital role of 5 arterial river systems: Re, Gia, Da Do, Chanh Duong and Hon Ngoc. Currently, these 5 systems are serving irrigation for more than 54,000 hectares of arable land, drainage for 45,100 hectares in suburban areas and providing nearly 500,000 m³/day and night of raw water for clean water production and key industrial parks in the East. Water demand from these five sources is expected to increase to 1 million m³/day by 2030. The Department asked K-water to carefully calculate the scenario of water balance in the dry season, evaluate the possibility of increasing the useful storage capacity (currently about 30 million m³), the plan to separate the discharge stream and compare the feasibility and investment costs between the renovation of the existing system and the construction of a separate water transfer route from the West to the East before integrating it into the general plan.

Opinions participating in the discussion.Discussing at the conference, leaders of city departments and branches contributed many frank opinions on the feasibility of the proposed works, the conformity with specialized planning for transport, urban and construction sectors and the impact on the cost of clean water of people and businesses.
Chairman of the City People's Committee Do Thanh Trung delivered a concluding speech, directing the orientation to complete the planning report.Speaking at the conclusion of the conference, Chairman of the City People's Committee Do Thanh Trung acknowledged and appreciated the initiative and spirit of cooperation and responsibility of K-water and the City Working Group in developing a methodical and scientific research report. Emphasizing that water resources are a special and core factor determining the sustainability of large-scale seaport and industrial cities, the Chairman of the City People's Committee suggested that K-water absorb maximum comments at the conference, coordinate with departments and branches to complete the final report in December 2026.
The Chairman of the City People's Committee affirmed that the city's highest goal is to build an overall solution. In particular, the consultant needs to deeply analyze the ability to meet and demand for water exploitation according to each specific scenario, from normal conditions to prolonged dry seasons, deep saltwater intrusion and unexpected pollution incidents; clarify assumptions and calculation methods to affirm the feasibility of the solution of water transfer and source linkage. For the 5 river systems of Re, Gia, Da Do, Chanh Duong, Hon Ngoc and the western rivers, it must be placed in a unified body between water quality protection, freshwater storage requirements and flood drainage capacity, and flexible adaptation to complex developments of climate change. Along with that, proposals for the construction of works and projects using land such as water storage reservoirs, salinity dams, wastewater treatment stations, and dikes need to clearly define the expected location, preliminary scale, land occupation needs and synchronous connection plans with existing technical infrastructure.
The Chairman of the City People's Committee affirmed that the city's highest goal is to build a comprehensive solution for water resources management with both a solid practical scientific basis and high feasibility, contributing to planning and maintaining long-term water security for Hai Phong./.
