The cooperation relationship between Hai Phong and Finland has been effectively implemented in many fields, especially water supply and drainage. From 1990 to 2004, the Finnish Government supported Hai Phong City through the water supply and environmental sanitation program, with a total aid of 21.8 million euros. The project reduces clean water shortage and water loss rate from 70% to 30%, serving the daily needs of about 300,000 people in the inner city. On that basis, Hai Phong city continues to mobilize ODA capital sources to expand the water supply system, meeting the requirement for socio-economic development.

Along with water supply, the drainage sector also has many imprints of the Government of Finland. A typical example is the Hai Phong Drainage and Sanitation Project (also known as Project 1B) approved by the Government in Decision No. 415 dated April 20, 1999. With a total investment of more than 40.8 million USD, the Government of Finland provided non-refundable aid of 5.8 million USD, the rest is loans from World Bank and domestic counterpart funds. This is also the largest drainage project after Hai Phong's liberation, implemented from 1999 to 2007, upgrading about 130 km of the inner city's general drainage system,  more than 6 km of drainage ditches, 4/10 regulating lakes, building 6 km of new general drainage pipes in areas at high risk of flooding and building a new 22-hectare Phuong Luu lake, making Hai Phong one of the leading localities in the country in the field of drainage. 

The water supply and drainage projects in Hai Phong successfully implemented thanks to the support of the Finnish Government after 20 years have been operated effectively today such as the Máy Đèn -Vinh Niem pumping station, water supply pipelines in the inner city, An Duong water plant, Nguyet bridge, Do Son... In addition to financial support, Finland has held many training courses ti improve capacity of officers and employees in the water supply and drainage sector, and provided equipment in an effort of making Hai Phong one of the leading localities in the country in the field of water supply and drainage, improving environmental sanitation conditions, meeting the requirement for socio-economic development of the Port City.
