In his opening speech at the Congress, vice secretary of Hai Phong Party Committee Le Ngoc Chau stressed that this is a core political event, aiming to summarize and evaluate the emulation movement and commendation of the City; commend, reward and honor the most outstanding examples in the patriotic emulation movements in the period of 2020-2025; set out directions and tasks for the period of 2025-2030, encourage all people and units to further take innovation and improve the quality of emulation and reward activities, strive to successfully carry out the tasks of socio-economic development, maintain national defense - security, social order and safety, creating a solid foundation for the city when entering the new era - the era of the national development.
On behalf of the leaders of the Party, the State, the Central Emulation and Reward Council, on her speech at the Congress, Vice President Vo Thi Anh Xuan highly appreciated the results in the patriotic emulation movement and the great achievements in the socio-economic development of Hai Phong city over the past time. She suggested that the city continue to promote the spirit of solidarity, step up patriotic emulation movements and turn patriotic emulation into strength to carry out socio-economic tasks. On this occasion, Vice President Vo Thi Anh Xuan presented gifts to Heroic Vietnamese Mother Bùi Thị Mận and Heroic Lieutenant General Hà Minh Thám, former Political Commissar of the General Department of Engineering under the Ministry of National Defense.
Respectfully collecting the direction of the Vice President, at the Congress, Secretary of the City Party Committee Le Tien Chau launched the patriotic emulation movement for the period 2025-2030.
