On the city side were comrades: Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation; Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; Pham Van Lap, Chairman of the City People's Council. Along with comrades in the Standing Committee of the City Party Committee; Vice Chairmen of the City People's Council and People's Committee; leaders of relevant Departments and branches of the city and localities.

The Investment Project for Construction of Ring Road 2, Tan Vu - Hung Dao - Bui Vien Street section, has a construction scale of the road from Tan Vu - Hung Dao - Bui Vien intersection with a total length of about 11.0km, including the main items: construction of the section from Tan Vu intersection - Hai Thanh bridge and Hung Dao - Bui Vien Street with a base width of 37m, road surface of 08 lanes in the middle and a median strip of 5m wide; construction of the section from DT.353 - Hung Dao with a base width of 68m, road surface of 08 lanes on both sides, a median strip of 23m, sidewalks on both sides (2x7.5m); construction of Hai Thanh bridge across Lach Tray river with a bridge length of about 1,133.6m, design load HL93, navigational dimensions BxH=(50x9.5)m. This is a special traffic project with a total investment of more than 7,000 billion VND from the city budget.

The project will help complete the urban infrastructure system of the city in general and Hai An, Duong Kinh, Kien An districts in particular, creating a premise for the development of new urban areas, contributing to the construction of modern urban areas, attracting of domestic and foreign investment capital for socio-economic development in the districts intersecting the route. The prject wil also shorten the travel time from Hai Phong seaport area along National Highway 5, National Highway 10 and other provincial roads to transport goods and passengers between provinces and cities; bringing economic efficiency to businesses, promoting socio-economic development, ensuring national defense and security of the city.

Speaking at the groundbreaking ceremony, Chairman of the City People's Committee Nguyen Van Tung said that currently, all goods passing through the above seaports and old ports mainly circulate through the routes through the city center, causing traffic congestion, increasing the potential for traffic accidents and polluting the environment in the city center. Therefore, Hai Phong City has decided to invest in the construction of Ring Road 2, with the goal of diverting cargo traffic through this route, not through the city center, to overcome the above congestions. After completion, this route will expand the urban space and the economic space to the South of the city.

Chairman Nguyen Van Tung requested the Contractors to focus on human and material resources to build the project, shortening the construction time compared to the signed contract and strive to complete the project in 2027./.
