Preparations to Merge Hai Duong Province and Hai Phong City
The Resolution of the 11th plenum of the 13th Party Central Committee essentially agreed on the Project to merge provincial-level administrative units, communes, and build a two-tier local government structure, and decided on the number of provincial-level administrative units after merging the current number of provincial units into 34 provinces and cities.
The policy of merging Hai Duong Province and Hai Phong City expects the new administrative unit to be renamed Hai Phong City, with the political-administrative center located in Hai Phong City. The plan to merge Hai Duong Province and Hai Phong City, in the spirit of the Resolution of the 11th Central Conference, marks an important turning point in the strategy of administrative restructuring and economic development of Vietnam, aiming to promote all resources, potentials and strengths of the two localities for socio-economic development; improve people's lives, contribute to streamlining the apparatus, improving the effectiveness and efficiency of local government operations. The policy of merging Hai Phong City and Hai Duong Province is a milestone in the development strategy of the Northern key economic region. With a larger economic scale, synchronous infrastructure, and flexible support policies, after merging, the new city will become one of the key growth drivers of Vietnam’s economy in the coming years./.
