Scientific Conference: Shaping a Financial Ecosystem for Industrial Real Estate Development and Attracting a New Generation of FDI
On the morning of September 29, at the City Conference and Performing Arts Center, Viet Nam - Finance – the Financial Investment Magazine – and the Vietnam Financial Consulting Association (VFCA), in coordination with the Hai Phong Economic Zone Management Board, organized a scientific conference themed “Unlocking Industrial Park Real Estate Financing: Capturing the Investment Wave in a New Era of Growth.

The conference was attended by representatives of central ministries and agencies; Ms. Nguyen Thi Bich Dung, Deputy Head of the Hai Phong Economic Zone Management Board; Dr. Le Minh Nghia, Chairman of the Vietnam Financial Consulting Association; Mr. Hoang Anh Minh, Standing Vice Chairman of VFCA and Editor-in-Chief of Viet Nam -Finance – the Financial Investment Magazine; leading economic experts, including Assoc. In his opening remarks, Dr. Le Minh Nghia, Chairman of the Vietnam Financial Consulting Association, emphasized that, under the country’s socio-economic development strategy, industrial parks and economic zones have been identified as key drivers of industrialization, modernization and the enhancement of national competitiveness.
Amid the global supply chain shift, industrial park development is no longer simply about creating clean land funds or offering tax incentives, but is moving strongly toward competing through the overall quality of the production ecosystem. To develop modern industrial infrastructure capable of meeting green standards, circular economy requirements and high-tech applications, unlocking medium- and long-term sources of capital – such as corporate bonds, infrastructure investment funds, green finance and public-private partnerships (PPPs) – is playing a pivotal role alongside traditional bank credit.
The selection of Hai Phong – a national leader in the scale of its marine economy, logistics infrastructure and foreign investment attraction – as the venue for the conference provided a vivid illustration of efforts to transform institutional and infrastructure potential into long-term growth drivers.

In her welcoming remarks, Ms. Nguyen Thi Bich Dung, Deputy Head of the Hai Phong Economic Zone Management Board, affirmed that in the new development phase, industrial parks can no longer focus solely on clean land funds, but require synchronous, modern and eco-friendly technical infrastructure capable of meeting the stringent requirements of large-scale, high-tech projects, with capital serving as a top priority.
Given the large investment requirements and long capital recovery periods of industrial park infrastructure projects, the core challenge is to unlock and channel capital into the right projects at the right time and at reasonable financial costs through close linkages among policies, financial institutions, infrastructure developers and projects.
Highlighting Hai Phong’s efforts to expand its coastal economic zone network, accelerate the establishment of new industrial parks and strengthen logistics connectivity with deep-water ports, the leader of the city’s Economic Zone Management Board affirmed its continued commitment to accompanying businesses, listening to their concerns, removing institutional bottlenecks and substantially improving the investment and business environment so that industrial development projects can be implemented rapidly and effectively.

During the presentation session, speakers provided in-depth analysis of new trends affecting international investment attraction strategies. Dr. Phan Huu Thang, Chairman of the Vietnam Industrial Park Finance Association, pointed out that the new generation of FDI is closely associated with key industries such as semiconductors, artificial intelligence, automation and clean energy. This requires industrial parks to transform from purely physical models into integrated, multi-purpose platforms combining digital infrastructure, modern logistics and the capacity to connect domestic enterprises more deeply with global supply chains.

Assessing the city’s development prospects, Assoc. Prof. Dr. Tran Dinh Thien, former Director of the Vietnam Institute of Economics, affirmed that Hai Phong is facing an opportunity for breakthrough development following the expansion of its economic space, supported by the combined strength of the Lach Huyen deep-water port network, the strategic Lao Cai–Hanoi–Hai Phong railway and coastal economic zones.
The expert emphasized that the city needs to synchronize the pace of institutional development, site clearance and clean-energy connections with the investment disbursement cycle in order to maximize capital flows to infrastructure developers.
On this occasion, representatives of the Hai Phong Economic Zone Management Board introduced the planning orientation and outstanding special policy mechanisms for the Hai Phong Free Trade Zone, covering 6,292 hectares and expected to become a strategic lever for transforming the city into an international trade, finance and logistics hub.

Under the moderation of Dr. Vo Tri Thanh, the conference held two in-depth roundtable sessions focusing on completing the legal framework, removing planning bottlenecks, developing synchronized social housing in conjunction with industrial clusters, and diversifying financial instruments to support enterprises in transforming industrial parks into eco-industrial parks meeting ESG standards.

In his closing remarks, Mr. Hoang Anh Minh, Standing Vice Chairman of VFCA and Editor-in-Chief of Viet Nam - Finance – the Financial Investment Magazine, affirmed that all contributions and scientific initiatives from experts, policymakers and businesses would be fully compiled into a policy recommendation report to be submitted to competent central agencies and the Hai Phong authorities.
