Seeking investors to study and implement the Lach Huyen port–Gia Binh Airport connecting road project
To implement Resolution No. 11-NQ/TU dated July 15, 2026 of the Hai Phong City Party Committee on strengthening leadership and direction in achieving the target of average GRDP growth of at least 13% per year in the second half of 2026 and during the 2026–2030 period, Hai Phong People’s Committee is seeking interested investors having demand to study and implement the investment project for the construction of a road connecting Lach Huyen Port and Gia Binh Airport under the public-private partnership (PPP) model using a build-operate-transfer (BOT) or build-transfer (BT) contract.

Preliminary information on the proposed investment plan is as follows:

1. Investment objectives:

The project aims to establish a strategic inter-regional transport corridor directly connecting Lach Huyen International Gateway Port with Gia Binh Airport, while linking the route with the existing transport network and planned transport routes. The project will contribute to completing the transport network in the Red River Delta and northern coastal region in order to enhance Hai Phong’s competitiveness and strengthen its role as an international gateway.

The project will also create new development space for Hai Phong by establishing land funds for both sides of the route for the development of an inter-regional economic, logistics, industrial and urban corridor. This will facilitate the city’s efforts to attract investment, tap into its potential and advantages, promote socio-economic development, and achieve sustainable growth.

2. Investment scale:

The route will have a total length of approximately 46.55 km, including about 44.8 km in Hai Phong City, 0.75 km in Bac Ninh City, and approximately 1.0 km of a bridge crossing the Thai Binh River.

The starting point is at the intersection of Ring Road No. 3 and National Highway No. 10 in Luu Kiem Ward, Hai Phong City. The endpoint is at the eastern intersection of Gia Binh Airport in Trung Kenh Commune, Bac Ninh City.

3. Roadbed scale:

The section that doesn’t run alongside the railway, approximately 27.8 km long, will have a roadbed width of 68 m. The main carriageway will serve high-speed motor vehicles traveling at 80 km/h or higher, while parallel side roads on both sides will accommodate motorcycles and low-speed cars traveling at less than 60 km/h, with one-way traffic connecting to cross routes along the main carriageway.

The section running alongside the railway, approximately 18.75 km long, including the section passing through Bac Ninh City, will have a roadbed width of 80 m. The main carriageway will serve high-speed motor vehicles traveling at 80 km/h or higher, while parallel side roads on both sides will accommodate motorcycles and low-speed cars traveling at 60 km/h or below with one-way traffic connecting to cross routes along the main carriageway.

Connections with major transport intersections: Intersections will be arranged with major regional and local cross routes along the alignment, including National Highway No. 10 (starting-point intersection at Km0+00); a planned intersection with National Highway No. 10 (Km6+100); National Highway No. 17B (Km15+920); Provincial Road No. 389 (Km18+550); Provincial Road No. 388B (Km27+700); a planned intersection with Ring Road No. 5 of the Capital Region (Km34+180); and intersections with Provincial Roads No. 390 and 390D (Km40+180). The average distance between major connecting intersections will be approximately 6.5 km.

Connections with existing roads: Existing roads will be reconnected through local overpasses, pedestrian bridges or underpasses to ensure convenient access and harmonize with the landscape along the route. During the preparation of the project proposal, appropriate locations will be identified based on the development needs of each area.

3. Preliminary estimated total investment:

The preliminary total investment is estimated at approximately VND 43,743.26 billion.

4. In the case of a BT contract, with payment made through land funds:

The land funds proposed as payment to the investor for implementing the project will include land on both sides of the route and other land funds within Hai Phong City in accordance with the law on public-private partnerships.
