Maximizing effectiveness of two-tier local government model
After nearly one year of operating under the two-tier local government model, local authorities have seen the new administrative system function smoothly, bringing positive improvements in administrative processing, digital application and public satisfaction. Recorded in Vinh Thinh Commune.

At the Commune Public Administrative Service Center, residents are provided with prompt guidance and efficient support when completing administrative procedures.

Recognizing administrative reform as a key priority, Vinh Thinh Commune has accelerated digital transformation and improved the quality of public services. Since July 1, 2025, the commune has received more than 14,500 administrative applications, including nearly 13,500 submitted online. Nearly 14,500 applications have been processed, while 100 percent of administrative procedures have been digitized and handled through the National Public Service Portal.

Alongside administrative reform, local living standards have continued to improve. Residents have actively participated in building new-style rural areas by voluntarily donating land and contributing to the development of local infrastructure.
Upholding the principle that “Party members and officials take the lead, and the people follow,” Vinh Thinh Commune continues to strengthen public consensus in socio-economic development while building a service-oriented administration capable of meeting the demands of the new stage of development
