Identifying administrative reform as a continuous priority, Vinh Thinh Commune has focused on improving the quality of its civil servants, expanding the use of information technology and making public satisfaction a key measure of service quality.
Since July 1, 2025, the commune has received more than 14,530 administrative applications, including nearly 13,500 submitted online. Nearly 14,500 applications have been processed. All administrative procedures have been digitized, paper household registration books have been phased out, and procedures are now handled through the National Public Service Portal.

Although some challenges remain, the Party Committee, local authorities and residents of Vinh Thinh Commune have worked together with unity, initiative and responsibility to overcome difficulties. The two-tier local government model has gradually become stable and effective, contributing to Hai Phong's transition toward a new stage of comprehensive and sustainable development.
