Developing the private economy in the spirit of Politburo's resolution 68
Over the past years, the private economic sector has become the key driving force to promote the socio-economic development of the country and the city. Hai Phong city is implementing many policies and solutions to facilitate private enterprises to develop sustainably in the spirit of the Politburo’s Resolution No. 68 on private economic development.

In recent years, the private economic sector has accounted for a large proportion of the city's GRDP, offered many jobs for workers, promoted innovation and international integration. During the past term, on average, over 3,380 new enterprises has been established each year, with the private economy accounting for 86.3% of the investment. The Politburo’s Resolution No. 68 clearly stated that it is necessary to ensure that the private economy have  equal competitiveness with other economic sectors in accessing business opportunities and resources of the economy, especially capital, land, technology, human resources, data and other legal resources under the provisions of law.

The draft Political Report of Hai Phong Party Committee submitted to the first City Party Congress for the 2025-2030 term identifies the goal of developing diverse and comprehensive economic sectors. In particular, the private economy is the most important driving force of the city's economy, The city strives to have over 87,000 private enterprises by 2030; increase the rate of enterprises applying digital technology to over 60%; expand the satellite chain around FDI enterprises and large domestic enterprises. With high political determination, along with the support of the entire political system and the business community, Hai Phong city is gradually realizing the goal of Resolution No. 68 of the Politburo to build a strong private economic sector, become an important momentum for the Port City to make a breakthrough in the new period.
