Hai Phong Aims to Have 18–20 Private Enterprises in Viet Nam’s Top 500 by 2030
The People’s Committee of Hai Phong has issued Plan No. 191/KH-UBND to implement Government Resolution No. 66/NQ-CP (dated May 9, 2024) and the City Party Committee’s Action Program No. 21-CTr/TU (dated May 2, 2026), which implements Politburo Resolution No. 41-NQ/TW on developing and promoting the role of Vietnamese entrepreneurs in the new era.

The plan aims to concretize the viewpoints, goals, tasks, and solutions set out in:

Government Resolution No. 66/NQ-CP
Hai Phong Party Committee Action Program No. 21-CTr/TU

It also seeks to enhance the role and position of Hai Phong’s business community in the city’s new development phase.

Through the plan, the city clearly defines tasks, responsibilities, and implementation mechanisms for each agency and locality to ensure effective execution, supervision, and evaluation. The goal is to build a strong, innovative, and capable entrepreneur force that meets the demands of socio-economic development and international integration.

Targets for 2030

By 2030, Hai Phong aims to develop a business community with sufficient scale, capability, and qualifications to meet industrialization and modernization requirements.

Key targets include:

Over 85% of entrepreneurs with college or university-level education or higher
Around 87,000 active enterprises in the city
18–20 enterprises among Vietnam’s Top 500 largest private companies, representing 3.5%–4% of the ranking
At least 2 enterprises in the Top 100 private companies nationwide
At least 2 enterprises achieving National Brand status
Developing leading enterprises

The city also aims to:

Build enterprises with regional and international competitiveness
Strengthen participation in global supply and value chains
Gradually master key industrial, agricultural, and strategic value chains
Develop core enterprises capable of leading major economic sectors
Vision to 2045

By 2045, Hai Phong envisions a highly developed entrepreneurial ecosystem with:

Strong global competitiveness
International reputation and influence
Enterprises capable of becoming global brands
Leading roles in global supply chains and value networks
Implementation

To achieve these goals, the People’s Committee has assigned specific responsibilities to departments, sectors, and local authorities. The plan includes:

31 lead tasks
3 coordinated tasks

These will serve as the basis for detailed action plans to ensure synchronized and effective implementation of entrepreneur development policies in the new development phase.
