Chairman of Hai Phong People's Committee meets with Asian Development Bank Delegation
On the morning of June 12, Chairman of the Hai Phong People's Committee, Do Thanh Trung, met and held discussions with a delegation from the Asian Development Bank (ADB) led by Shantanu Chakraborty.
The meeting was attended by representatives from the Debt Management and External Finance Department under the Ministry of Finance, ADB economists and financial and infrastructure specialists, as well as leaders of relevant municipal departments and agencies.
In his remarks, Chairman DoThanh Trung expressed his pleasure in welcoming Mr. Shantanu Chakraborty and the ADB delegation to Hai Phong. He emphasized that Hai Phong highly valued ADB’s partnership and support for Vietnam’s and localities’ socio-economic development through concessional loans, technical assistance, and effective macroeconomic policy advisory services over many years.
The Chairman noted that numerous ADB-supported projects in Viet Nam including those in Hai Phong, have delivered tangible benefits. He expressed the city's hope that in addition to projects proposed by Hai Phong, ADB would continue to study and support other key investment projects that aligned with the city's long-term development vision and ADB’s future strategic priorities.
Hai Phong is actively mobilizing social and investment resources to build a modern and integrated infrastructure system. Key development priorities include transportation infrastructure, port and logistics systems, high-tech industries; tourism and international trade, green and sustainable development initiatives, skilled workforce development to meet investor needs, social welfare programs.
The city considered diversified financial resources—especially official development Assistance (ODA) from reputable international financial institutions such as ADB—to be crucial. Hai Phong has proactively reviewed, selected, and prepared a list of major infrastructure projects with regional impact for potential cooperation with ADB.
Mr. Shantanu Chakraborty thanked the city leaders for their warm reception and praised the remarkable achievements of both Viet Nam and Hai Phong in economic growth, administrative reform, and investment climate improvement.
He reaffirmed that ADB has cooperated with Hai Phong through several important strategic projects in recent years and expressed ADB’s desire to deepen cooperation through specific projects focused on green and sustainable development.
He emphasized that ADB regards Hai Phong as one of its key strategic partners in Northern Vietnam’s economic growth region. ADB also pledged to work closely with Viet Nam’s central government agencies and Hai Phong authorities to advance project preparation and financing considerations for the city’s proposed project portfolio for the 2026–2030 period.
Participants discussed development cooperation orientations for 2026–2030, including financing arrangements, technical project structures, land acquisition and site clearance, legal procedures and compliance requirements under Vietnamese regulations and ADB standards.
ADB representatives confirmed that the projects proposed by Hai Phong are fully consistent with the bank’s investment priorities.
Concluding the meeting, Chairman Do Thanh Trung expressed his hope that Mr. Chakraborty would continue serving as an important bridge between Hai Phong and ADB, helping accelerate appraisal and approval procedures and fostering comprehensive, effective, and sustainable cooperation.
The Chairman instructed relevant agencies to finalize official project proposals to ensure timely implementation and maximize access to grants, aid, and concessional financing.
He also assigned the city’s Department of Finance as the lead agency to coordinate closely with ADB’s Viet Nam Office, the Ministry of Finance, and related organizations in completing project documentation and submitting proposals to the Prime Minister for approval in accordance with regulations.
Finally, he requested the Debt Management and External Finance authorities to report to the Government and facilitate faster administrative procedures so that Hai Phong can promptly implement projects financed through ODA and ADB support.
