City Border Defense Received First Class Feat Order
On the occasion of the 36th anniversary of the People's Border Defense Day (March 3, 1989 - March 3, 2025) and the 66th anniversary of the Border Defense Force's Traditional Day (March 3, 1959 - March 3, 2025), on the afternoon of March 3, the Party Committee and the Border Defense Force Command of Hai Phong City held a ceremony for the reception of the Medal of Honor for collectives and individuals of the City Border Defense Force.

Attending the ceremony were comrades: Lieutenant General Nguyen Anh Tuan, Party Secretary, Political Commissar of the Border Guard; Mr. Le Anh Quan, Permanent Vice Chairman of the City People's Committee; and leaders of a number of units under the Border Guard Command.
Previously, the City Border Guard Command has developed and implemented plans, launched a peak period of fighting and suppressing all types of crimes in the city’s coastal border areas, in which fighting against smuggling through Hai Phong seaport and port corridors is a key task. Through grasping the situation, the City Border Guard Command discovered a group of subjects smuggling ore from inland areas through Hai Phong Port for export to foreign countries for consumption. Based on the collected information, the City Border Guard Command reported to the Border Guard Command to establish Project HP424p to concentrate forces and means to organize the fight and remove the subject group.
On the afternoon of April 24, 2024, the HP424p Task Force received information about suspected illegal goods arriving at Hai An Port/Hai Phong for export to Thailand. The City Border Guard Command requested the City Customs Department to provide relevant records and documents and coordinate in inspecting the goods contained in six containers, in which they discovered 168.38 tons of copper and copper scrap, inconsistent with the customs declaration of NHT Trading and Investment Company Limited, with a value of 30.3 billion VND. Continuing to expand the investigation, the City Border Guard Command coordinated with functional forces to discover at the warehouses of the subjects in Hung Yen, Bac Ninh, and Hai Duong hiding 102 blocks of copper alloy weighing 70 tons without documents proving legal origin. Based on the results of the investigation, verification and authority according to the provisions of law, on June 7, 2024, the Commander of the City Border Guard issued a decision to prosecute the criminal case under Clause 4, Article 188 of the Penal Code; by June 10, 2024, the City Border Guard Command had handed over all case files and exhibits to the Investigation Security Agency, Hai Phong City Police to continue investigating and handling according to the provisions of law.
With outstanding crime-fighting achievements in recent times, Vietnam’s President signed a decision to award the First Class Feat Order to Hai Phong City’s Border Guard Command and Colonel Ta Duy Hien, Commander of the City Border Guard; and awarded the Third Class Feat Order to Lieutenant Colonel Nguyen Duy Bach, Deputy Commander of the City Border Guard Operations.
Oon behalf of the Party Committee and the Border Guard Command, Lieutenant General Nguyen Anh Tuan congratulated all officers and soldiers of the Hai Phong City Border Guard, affirming that the successful fight against Project HP424P demonstrated the efforts and determination of the Party Committee, the Command and each individual in the Project Board. He requested the Hai Phong City Border Guard to continue to innovate border work, proactively grasp the situation, resolve arising complicated issues, be active and prepared in any situation; promote administrative reform, equip modern technology in border gate management, control entry and exit; synchronously and drastically deploy solutions to create solid changes in building discipline, complying with discipline, laws and ensuring safety./.
