Hai Phong targets full online delivery of all eligible administrative procedures
Fully online public services are delivered entirely in the digital environment, covering application submission and receipt, processing, payment where applicable, and result delivery. Expanding such services is not only a measure to reform administrative procedures but also a key pillar in building a digital government, digital economy and digital society.
At public administration service centers, after receiving online applications from organizations and citizens, officials assess the applications, apply digital signatures, submit documents to senior officials for approval and deliver the results. The entire process is conducted electronically.
Of the 1,990 administrative procedures under the city’s jurisdiction, more than 950 fall exclusively under the provincial-level authority, while 157 are handled at the commune level and are available as fully online public services. The city has also put in place all the necessary conditions for organizations and citizens to access these end-to-end online services.
With strong determination, Hai Phong is gradually increasing the proportion of administrative procedures offered and completed through fully online public services. The city aims to make such services available for 100% of eligible administrative procedures by 2027, ensuring that the two-tier local government system operates seamlessly, transparently and efficiently.
