Hai Phong seeks to meet party congress business targets
The Resolution of the 1st Hai Phong Party Congress for the 2025-2030 term sets a target of around 87,000 active businesses by 2030, with about 9,200 new businesses established annually. Achieving the ambitious target will require coordinated efforts by relevant departments and agencies, along with strong support from authorities at all levels to encourage new business formation and help household businesses accelerate transition into enterprises.
Local authorities are stepping up coordination with relevant departments and agencies to promote business development. Officials from the Business Registration and Enterprise Management Division under the Hai Phong Department of Finance have been working with localities to disseminate legal regulations, provide guidance on business registration requirements, procedures and related policies, while supporting local governments in promoting enterprise development.

Since the beginning of the year, 4,804 new businesses have been established, up more than 10% from a year earlier. However, further measures will be needed to achieve the business development targets set out in the Party Congress resolution.
Authorities expect effective support measures to help expand business operations, contributing to Hai Phong's GRDP growth target for the second half of 2026 and supporting average annual growth of 13% or more during the 2026-2030 period.
