The conference will take place at 2:00 p.m. on October 20, 2026, at the Hai Phong City Conference and Performing Arts Center, with approximately 40–45 papers expected from various agencies, organizations, and localities. The presentations will focus on three major areas:

First, clarifying the historical stature and significance of President Ho Chi Minh’s visit to France, as well as his instructions and guidance during his visits to Hai Phong.

Second, applying Ho Chi Minh’s ideology and his teachings to the practical work of building and developing Hai Phong City.

Third, continuing to promote the values of Ho Chi Minh’s ideology, ethics, methodology, and style in developing and implementing models of socialism associated with the development of socialist-oriented people, thereby contributing to the goal of building Hai Phong into a modern, civilized, ecological, and livable city, and a leading locality in building socialism.

The conference aims to affirm the great historical significance of the events of October 20–21, 1946, when President Ho Chi Minh returned from France through Hai Phong Port, as well as his subsequent visits to Hai Phong and former Hai Duong Province. These events demonstrate his deep affection and profound concern for the city.

The conference will also review the achievements and progress Hai Phong has made over 80 years of implementing President Ho Chi Minh’s teachings, while providing a forum for academic exchange and discussion on how to apply and promote the value of Ho Chi Minh’s legacy in the process of developing Hai Phong into a modern, civilized, ecological, and livable port city, and a leading locality in building socialism in accordance with his aspirations.
